Job Description
Under the overall supervision of UNFPA Iraq Representative and UNFPA Chief of Operation of Erbil Sub-Office, and in close collaboration with UNFPA Humanitarian Coordinator/based in Erbil, the GBV Specialist will be based in Erbil- Kurdistan region of Iraq, to provide / secure the following:
Partnerships and Coordination
1) Facilitate inter-agency, multi-sectoral GBV coordination groups at regional, and local levels as co-chair of GBV sub sector working group chair
2) Liaise with Humanitarian Coordinators, GBV managers and gender advisers in other agencies & organizations (including governments, national and international NGOs and women's groups);3) Lead effort to develop a multi-sectoral/inter-agency prevention and response program including referral & reporting mechanisms, information sharing, coordination, monitoring / evaluation;
4) Represent UNFPA in GBV sub-working group and Protection Working group
5) Engage in strategic partnerships and promote approaches to ensure a holistic approach to GBV programming and coordination in context of UNFPA's humanitarian response to Syrian crisis;
Technical Leadership
1) Facilitate rapid development of established SOPs and related policies and practices.
2) facilitate rapid implementation of GBV programming in humanitarian settings in accordance with the IASC Guidelines for GBV Interventions in Humanitarian Settings.3) provide technical support to CO's response in Syrian Regional Response efforts among camps & Non camps affected populations4) Provide technical and policy advice to partner organizations on issues related to protection of women and girls, in line with IASC GBV Guidelines, SOPs and other technical documents;5) Work with partners to develop or revise training materials according to local context and implement relevant training sessions for multi-sectoral prevention and response actors.6) Support development of outreach & advocacy initiatives to address GBV in context of broader gender inequality issues for both camp and non-camp settings.7) Build skills of those involved in GBV humanitarian response and prevention, including UNFPA staff, NGOs and governments to operationalize UNFPA's mandate under Cluster System8) Coordinate and facilitate training sessions on GBV in emergencies for health care providers, community services officers, security personnel, the refugee/IDP population, etc.
Programme Development and Implementation
1) Promote and facilitate the inclusion of GBV into the Syria Regional Response Plan and other appeal processes and documents.
2) Actively assist in writing proposals and participate in resource mobilization for GBV activities3) Orient UNFPA CO staff, Implementing Partners, and national authorities in planning and implementing GBV programmes related to refugees and their host communities;4) Establish linkages between existing Gender, RH and HIV programmes to ensure synergies between programmes and maximize programme impact.5) Provide regular and comprehensive updates related to GBV issues to UNFPA Representative, Chief of Operations, and Humanitarian Coordinator;6) Engaging in resource mobilization efforts to support joint programming with other Agencies;
Monitoring, Evaluation and Reporting
1) Coordinate, with other actors, to conduct situational analysis. Wherever possible, ensure that relevant GBV issues are integrated into others' assessment missions
2) Support pilot-testing/roll-out of tools for safe and ethical collection and analysis of GBV data in humanitarian settings (e.g. to identify trends and patterns),3) Work with other partners to adopt a standardized GBV incident report/intake form and other forms, and train partners in use of this form and tools;4) Monitor UNFPA's GBV emergency related programme activities to ensure that all interventions are in line with Survivor-Centred Approach and adhere to the IASC GBV Guidelines5) Prepare regular progress reports and document lessons learned and challenges and share with UNFPA Arab States RO, UNFPA Humanitarian Response Branch/New York;6) Document best practices and approaches for responding to issues of GBV in order to deepen the knowledge base among relevant partners.7) Contribute to compilation of Iraq Fact Sheet on Syrian Humanitarian response

Job Requirements (Qualification and Work Experience)
1) Advanced degree with specialization in areas such as social work, public health, gender, law/human rights, international relations, and/or other related social science disciplines.
2) 5 Years of relevant experience, of which at least 2 at international level, doing GBV response in Humanitarian Context in the field.
3) Specialized experience in gender and GBV; Technical knowledge and experience in GBV prevention and response using a survivor-centered approach in humanitarian settings;
4) Experience in utilizing the following internationals tools: GBV SOPs; GBV Information Management System; IASC GBV Guidelines and IASC Gender Handbook; GBV Coordination Handbook; WHO Ethical and Safety Recommendations
;5) Full Proficiency in English and , some Arabic preferred;
