DUTIES AND RESPONSIBILITIES
Under the overall guidance of the FAO Representative (FAOR) in Yemen, the supervision of the Chief Technical Advisor (CTA) of the Food Security Information Systems (FSIS) programme, in close coordination with the Nutrition Officer, the Coordinator of the Food Security Technical Secretariat (FSTS), and the Regional Office for the Near East and North Africa (RNE) and relevant FAO headquarters Lead Technical Unit and Lead Technical Officer (LTU/LTO), the Food Security Information System Specialist will provide support in the implementation of the Programme. In particular, the incumbent will:
- Assess the food security information needs and gaps, including institutional capacity for managing food security information, and identify the most relevant stakeholders for food security information systems in the country;
- Develop a comprehensive work plan for the programme including the establishment of a database for food security information with special focus on building the capacity of national staff in targeted Governorates and line ministries;
- Ensure the technical integration of key analytical sectors and scales for food security analysis using appropriate methodologies/techniques;
- Ensure that government food security information units are interlinked with each other and with various actors and stakeholders;
- Coordinate, monitor and follow-up on all food security related data collection in the targeted Governorates;
- Provide guidance to and supervise national staff and the staff of targeted Governorates and line ministries in food security data collection, analysis and reporting;
- Design mechanisms by which food security information is linked with decision-making;
- Assist the Food Security Technical Secretariat (FSTS) and relevant ministries to produce/distribute policy briefs and food security reports when necessary. Develop regular briefing forums and coordination mechanisms with the NFSTS in order to present work plans, progress and findings of assessments;
- Contribute to raising the awareness on the need for food security and nutrition information, data collection and analysis in making informed and timely decisions;
- Advise the CTA in developing strategic directions including conceptual frameworks, methods and communication strategies; assure the preparation of required reports as per the rules and regulations of FAO;
- Perform other duties as required. MINIMUM REQUIREMENTS
Candidates should meet the following:
- Advanced university degree in Agricultural Economics, Economics or related field
- Seven years of relevant experience in food security information and analysis
- Working knowledge of English
SELECTION CRITERIA
Candidates will be assessed against the following:
- Extent and relevance of experience in food security analysis including household surveys, market analysis, livelihood-based analysis, assessment methodologies, and monitoring food security policies
- Demonstrated experience in supporting, advising and guiding training processes on Food Security Analysis
- Demonstrated experience in implementing a variety of analytical methodologies and techniques related to food security
- Demonstrated experience in establishing and maintaining partnerships with UN agencies, NGOs, governmental and media agencies
- Demonstrated experience in planning, organising, and coordinating multi-disciplinary technical teams
- Relevant work experience in conflict affected countries is considered a strong asset
- Excellent communication skills in English, both orally and in writing, and ability to draft technical reports in English
- Limited knowledge of Arabic would be an advantage.
