UNDP supports stabilization, state-building, and governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and sub national levels. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Assistance Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground. UNDP Afghanistan is organized into (1) Policy and Results Management Directorate, (2) Policy and Programmes and (3) Operations. The Sustainable Development Unit is part of the Policy and Programmes. The Policy and Programme consists of the following units: (1) Democratic Governance Unit, (2) Rule of Law unit, (3) Sub National Governance unit, and (4) Sustainable Development Unit (SDU).
Sustainable Development Unit:
Sustainable Development Unit (SDU) of UNDP plays catalytic role to facilitate resilience based sustainable development in Afghanistan by undertaking appropriate policy and programmatic interventions for integrating sustainable development principles in the national, sub-national and local development framework. SDU is supporting the government in dealing with the challenges to comply with Rio and other multilateral conventions, Rio +20 processes and actions, climate resilient development. The target outcome of the activities of SDU is prudent environment and natural resources management in place that leads to equitable and inclusive economic growth, better public health and greater social justice to achieve resilience based sustainable development
Objective of the Assignment:
The Consultant will lead technical mission to design a national level Sustainable Rural Energy Programme, which as an UNDP initiative supporting MRRD to formulate the programme. The programme will focus on;
  • Enabling policies, legislation and institution for sustainable rural energy which should facilitate policy coherence for pro-poor and pro-environment energy systems. In additional to internal policies, it should also help the government in tapping emerging opportunities such as Sustainable Energy for All (SE4All) and Green Climate Fund (GCF) as well as CDM.
  • Practical demonstration of sustainable energy options in different part of the country focusing on efficient production, availability, accessibility and utilization by the poor and disadvantaged population, and energy efficiency. It would also demonstrate feasible appliances for the poor community people.
  • Third component of the programme would focus on the transformational utilization of energy for local economic development. The effort will create enabling situation for home based as well as community based SMEs.
Scope of the Assignment:
The National Consultant (National Project Development Expert, Rural Energy Programme) will work under the overall guidance of the Head of SDU and supervision of Project Development Specialist.
Duties and Responsibilities
Under the guidance of Head of SDU and supervision of International Consultant, the National Project Development Expert, Rural Energy Programme will perform the following duties:
  • Support the Project Development Specialist in analysing on-going and planned activities, and review relevant document for developing a conceptual framework to formulate the Sustainable Rural Energy Programme for Afghanistan in line with the mandates of MRRD and UNDP.
  • Support the mission in exploring sustainable provisions in enhancing energy production, as well as access and utilization by the rural people of Afghanistan especially by the most vulnerable population.
  • Special focus will be on identifying ways and means in this programme to provide an enabling environment (e.g., enabling polices and legal instruments), strengthening institutions, linking energy service provisions in enhancing rural livelihood and economy (e.g., improved agriculture productivity, home and community entrepreneurship, SMEs), promoting renewable energy technology systems (RETS), and energy efficiency. Clear linkages with poverty reduction initiatives will have to establish.
  • Support in incorporating complementary climate change mitigation and adaptation opportunities in this programme, especially in the areas of carbon finance and community resilience to harsh weather conditions such as extreme cold (e.g., energy efficient heating systems, bokhari and energy efficient houses and community infrastructures).
  • Support in developing the programme document considering various aspects in relation to enabling environment (policies, energy resource availability, technology options, end-use demand, proper institutional settings, socio-economic aspects (poverty-environment-development nexus, gender, conflict sensitivity, social soundness, and conflict resolution mechanism), potential ‘community-public-private partnership', UN coherence and GoIRA's existing Strategies (e.g., ANDS), plans (e.g., Energy Master Plan, Tokyo Paper), policies (e.g., Renewable Energy Policy, Economy Policy) and programmes (NPPs). It must explore the potential linkages with the relevant projects supported by UNDP/UN including NABDP, ASGP, GEP, APRP and JHRA.
  • Help in devising a strategy which would be part of the ProDoc in relation to opportunities to access various global multi-lateral and bilateral funding such as SE4ALL, carbon finance, GEF, and GC.
  • Collect data for project development and conduct any other tasks as deemed necessary or advised by the supervisor.

  • Final draft of stocktaking Documents. (Timeline: 15 days)
  • Conceptual Framework for the Sustainable Rural Energy Programme for Afghanistan (Timeline: 25 days)
  • Full Project Document (Timeline: 90 days)

Required Skills and Experience
Education:
  • Master Degree in the relevant areas.
Experiences:
  • At least Bachelor's Degree in the relevant areas
  • At least 3 years successful experience in sustainable energy programme development and implementation
  • Awareness about SE4All, MDGs and proposed SDGs including post Rio+20 processes
  • Practical experience in developing energy programmes that linked poverty reduction and economic development
  • Prior experience in implementation of rural energy projects
  • Good interpersonal and facilitation skills
Languages:
  • Excellent writing skill in English.
