BACKGROUND
The Republic of Sierra Leone is in the process of undertaking its fifth National Population and Housing Census (PHC) in December 2014. The census would provide timely, relevant data for overall national development planning added to the repository of a post-conflict time series database. Results of this PHC will be used for informed decision-making for raising the standard of living of the population of Sierra Leone, good governance and maintaining equity and equality among all population subgroups. The United Nations Population Fund (UNFPA) jointly with UN agencies and other Development Partners is supporting the Government of Sierra Leone in conducting this census to enable national technical and management capacities in Sierra Leone to plan and implement a high quality PHC in accordance with scientifically established and internationally recognized standards and procedures.
The Government will demonstrate a high political as well as financial commitment to the census. With support from UNFPA and Development Partners, a number of initiatives will be implemented to ensure a quality, participatory and inclusive census. The success of the census will thus hinge on the mutual commitment by both the Government and the international community. The donor community recognizes the importance of this exercise and financial commitments have been mobilized from DFID and UNFPA towards the funding of the population census. With the commitment of other Development Partners, a multi-donor fund for the Census will be established, managed and led by UNFPA, to which donors can contribute, based on an agreed framework, priorities and budget lines. At the request of donor countries, UNFPA will set up a Donor Forum for reporting, sharing information and consultation with donors on the population and housing census.
JOB PURPOSE:
In line with UN/UNFPA policies and guidelines, and in full harmonization with internationally established standards and recommendations for census undertaking, the Chief Technical Adviser will perform various tasks and provide vital technical inputs to all activities pertaining to census operations throughout all stages of the process. In addition, the incumbent will provide support in implementing and documenting activities aimed at increasing stakeholder participations throughout the census process.
ORGANIZATIONAL SETTING:
The Chief Technical Adviser (CTA) post is located in Statistics Sierra Leone (SSL), Freetown, Sierra Leone, and is under the overall guidance of the Statistician General and the direct supervision of the UNFPA Representative. S/He will work with the Census Technical Team based in SSL and also liaise with other national and international stakeholders and development partners, including United Nations agencies.
MAJOR DUTIES AND RESPONSIBILITIES
i. Assist SSL in the planning, organization, execution and management of the 2014 PHC of Sierra Leone;
ii. Lead and coordinate the planning, organization, execution and management of training activities for national counterparts, as needed;
iii. Regularly review the Implementation Plan, Resource Mobilization Strategy, Quality Control Plan and other documents and make necessary amendments and revisions;
iv. Encourage teamwork and communication among SSL staff;
v. Advise the SSL on equipment needs and assist with the acquisition of required equipment and materials;
vi. Collaborate with the census cartography/GIS division on cartographic fieldwork and GIS outputs;
vii. In consultation with stakeholders, assist in the review of the PHC and Post Enumeration Survey (PES) instruments and ensure efficient sampling for pre-tests, pilot census and PES;
viii. Supervise the implementation of the pilot census activities and provide a report to guide the main census activities;
ix. Assist SSL in the development of analysis and tabulation plans and in the preparation of coding and other manuals of instruction;
x. Collaborate with data processing staff of SSL to prepare data capture and data processing plans and in a timely implementation of data processing schedules;
xi. Coordinate the development and implementation of PES schedule of activities, analysis of the PES data and production of reports including documenting lessons learned and best practices;
xii. Assist SSL to process and analyze pre-test, pilot census and census data and to produce preliminary, final and thematic analysis reports;
xiii. Guide SSL staff in designing, organizing and implementing short courses and workshops on the utilization of census data for development planning and policy formulation;
xiv. Monitor and evaluate progress and challenges, prepare and submit monthly progress reports on the 2014 PHC activities to the Government of Sierra Leone and UNFPA, and consolidate quarterly progress reports for submission to stakeholders;
xv. Provide overall administrative and financial supervision to the 2014 Census;
xvi. Conduct field visits inside Sierra Leone to monitor and validate quality of fieldwork of cartographic preparations and enumeration; xvii. Supervise national and international experts in various aspects of the census undertaking;
xviii. Undertake any other tasks relevant to the 2014 PHC as may be required by the Chief Census Officer and the Census Director in consultation with the UNFPA Representative.
ESSENTIAL QUALIFICATIONS AND EXPERIENCE:
  • Advanced university degree in Demography, Statistics, Population Studies, Social Sciences or related subjects;
  • At least 10 years of relevant, progressive experience in the field of population and housing censuses, particularly in a developing country;
  • Experience in providing on-the-job training to local staff in data quality, analysis and report writing;
  • Experience in the dissemination of census data and socio-demographic analyses to broad audiences as well as in motivating the utilization of data and results in development planning and policy issues;
  • Knowledge and experience with census data processing software (CSPro, REDATAM, etc.), demographic data analysis (MORTPAK, FERTPAK, PAS), statistical packages (SPSS, STATA) and population projection programs (People, Spectrum, RUP);
  • Communication skills especially for transfer of knowledge, and
  • Fluency in spoken and written English.
