PROGRAM/ DEPARTMENT SUMMARY:
Libya suffers from high unemployment, substandard university education, an over-reliance on extractives, and weak market institutions – economic well being has displaced democracy as the number-one priority. The World Bank puts youth (16-30) unemployment at 27%, unemployment at 33%, and 20% chronic under-employment. Libya’s labor market is overwhelmingly public-sector reliant with the private-sector employing just 4% of Libyans. Workforce development is needed to make Libyan youth, both demobilized fighters and university or vocational school students, more employable in the private sector, because educational institutions fail to provide youth with the skills needed to compete in the labor market. Mercy Corps’ program, INVEST in Libya,will contribute to improved economic opportunities for youth in support of Libya’s economic transition. This program pursues two parallel strategies: one output is about workforce development, and will focus on increasing the employability of young Libyans, while the second will facilitate job creation through entrepreneurship development. The INVEST in Libya team will work with firms (“Hiring Partners”) to link participating youth with jobs and apprenticeships, and will also support the Tripoli Job Fair. Secondly, using a market-driven approach, INVEST in Libya will analyze the IT enterprise ecosystem and then facilitate identified market players in enabling the system to function more effectively for youth, thus promoting easier start-up and scale-up. Through targeted support to young entrepreneurs in IT and other high potential sectors, new businesses will thrive, creating jobs and resulting in opportunities for employment for other youth.
GENERAL POSITION SUMMARY:
The INVEST in Libya Employability Skills Training and Job Placement Advisor will oversee the implementation of Mercy Corps’ APEF (Arab Partnership Economic Fund) employability skills training component in Tripoli. S/he will directly supervise the Training Coordinator and work closely with Libya Enterprise, business associations, and training service providers to develop training curricula and other project outputs. The Advisor will develop relationships with the Ministry of Economy, Ministry of Labor, and other relevant Government of Libya institutions. S/he will also be required to develop a network of private sector hiring partners and facilitate interaction between the Program trainees and employers.
ESSENTIAL JOB RESPONSIBILITIES:
- Lead in representation with key program stakeholders.
- Conduct rapid market assessment of private sector firms and develop partnerships for internships.
- Develop and maintain relationships with other actors involved in private sector development.
- With the Training Coordinator, oversee development of training schedules and curriculum.
- Responsible for budgetary control and to ensuring program activities and spending happen on time.
- Prepare donor reports for approval by country director.
- Ensure compliance with PM@MC Minimum Standards.
- Abide by all security protocols and assist in ensuring their implementation by other staff.

ACCOUNTABILITY:
REPORTS DIRECTLY TO: Country Director
WORKS DIRECTLY WITH: Finance Manager, Operations Manager, ICT Advisor.
KNOWLEDGE AND EXPERIENCE:
- Bachelor's degree in social science, management, international development or other relevant field.
- At least 3 years of progressive experience and proven high level of competence in working in business-development-related programs, ideally in relief and/or post-conflict settings.
- Some knowledge of Libya and issues relevant to internal conflict and development obstacles is preferred.
- Strong knowledge of, and experience with, entrepreneurship development strategies and workforce development strategies;
- Proven track record in staff and stakeholder training and capacity building and TOT training.
- Strong leadership, communication, and project management skills.
- Proficiency in Arabic and English highly preferred.
- Understanding of regional economic development issues.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting.
