Vacancy Announcement : WatSan Project Coordinator : (1) post : Head of Health Division : Nay Pyi Taw (with regular field trip) : Initial three months probation contract with extension subject to performance appraisal and budget availability Application Deadline : 16:30, 04.10.2013 Position Purpose: To support MRCS Health Division in the implementation of a new WatSan project to improve the health status of the most vulnerable and strengthen MRCS capacity in the field of hygiene promotion and water and sanitation services delivery. In coordination with the FRC WatSan Project Coordinator, the MRCS's WatSan Project Coordinator is the person incharge of implementing the project activities and integrating the Hygiene Promotion competency in the WatSan Unit. MRCS's WatSan Project Coordinator will also be part of the MRCS Hygiene Promotion Master trainers. Position Title No of Post Report to Duty Station Appointment
Position Background: The French Red Cross (FRC) has been operational in Myanmar since November 2007, supporting the Myanmar Red Cross Society (MRCS) through bilateral projects implementation mainly in Health, Water Sanitation and Hygiene, Livelihood and Disaster Risk Reduction activities.
The different Vulnerability and Capacity Assessments performed at the community level in the framework of the 2009-2013 DRR Program have identified the WATSAN related issues as the most frequently reported need by the communities. A new program, jointly financed by the French Red Cross and the Canadian Red Cross has been designed to support MRCS in this field. This program aims to contribute to the improvement of health status of rural communities of Myanmar by strengthening the Myanmar Red Cross Society (MRCS) capacities in the field of hygiene promotion and water and sanitation services delivery.
The main outcomes of this 32 months program are:
  • To develop the expertise of the MRCS staff and volunteers in the community-based water, sanitation and hygiene (WASH) programs and to promote this expertise by capitalizing and sharing methodological knowledge and tools of Red Cross' program experiences
  • To increase the level of awareness and knowledge of rural communities in hygiene and sanitation and to develop the access to safe water supply and sanitation facilities for households and schools in the targeted pilot communities.
Program Activities
  • Advocacy and trainings of MRCS staff and volunteers on WATSAN program management, hygiene software approaches (PHAST, CHAST, CLTS and SLTS methodologies) and organizational development. Development of IEC material on hygiene promotion. Capitalization and sharing of project experience in community-based and school-based hygiene software approaches.

Implementation of hygiene promotion methodologies in six targeted communities - Improvement of WATSAN facilities in same communities. Implementation of hygiene promotion methodologies in four schools -Improvement of WATSAN facilities in same schools.
Duties and Responsibilities Coordination & Cooperation:
  • MRCS Watsan Unit: Coordination with Head of Health Division, his Deputy and Watsan Officer to ensure the implementation of the different phases of the program cycle in accordance with the timeframe, budget and quality defined in the project proposal.
  • MRCS Health Division: To ensure the close coordination of Water, Sanitation and Hygiene education team. Work closely with Health Coordinator for developing plan of action and implementation and monitoring of Water, Sanitation and Health & Hygiene project activities at head quarter and field level.
  • MRCS Divisions: Coordination with other MRCS divisions (Communication, OD, FA&S …) to facilitate the project implementation and ensure involvement of all MRCS divisions on the project.
  • MRCS Support Units: Coordination with other divisions/unit from MRCS/FRC to benefit from potential synergies and implement the project in accordance with the guidelines set by the support divisions.
  • MRCS/FRC DRR Unit: Coordination with DRR Unit on activities already performed on these townships to benefit from their experience on the branches capacities and working environment.
  • FRC Watsan team (Project Coordinator / Regional Delegate): Close Coordination with FRC Watsan Project Coordinator/ Regional Delegate to get benefit from joint MRCS/FRC teams competences and ensure program quality.
  • FRC HoD: Coordination with FRC HoD to ensure project overall coordination, logistics, financial accountability, reporting and communication with the partners and stakeholders.
  • IFRC/PNS Watsan stakeholders: Coordination with the Movement Watsan partners to ensure global coherence of the methodology used and share on IEC tools development.
  • Watsan Network: Coordination with Watsan stakeholder involved in local / national/ international agencies. Represent MRCS in WASH cluster coordination meeting at Yangon level and township level wherever necessary.
Planning, Monitoring, Evaluation and Reporting
  • Ensure the implementation of the project through the different phases of the project cycle - Organize one seminar for national and regional level; - Follow the training of trainer on Watsan software approaches, facilitation, community mobilization and Watsan project management in order to become a master trainer; - Collect the existing tools and ensure the development of IEC tool kits and material for each HP methodology through test and review at community level (English and Myanmar); - Ensure the development of a manual on hygiene promotion (English/Myanmar) - Collect regular information on project activities for publications - Provide training sessions and refreshing training to the RCVs on the WatSan software approaches, facilitation, community mobilization and Watsan project management; - Ensure proper needs assessments of the villages; Page 2 of 4 WatSan Project Coordinator for Health Division_20.09.2013

Ensure in coordination with the MRCS WatSan Officer that the communities and the appropriate HP methodology to implement in each community; - Ensure development of an initial and a final KAP survey; - Contribute to the Watsan project implementation at the community/school level in 6 villages of the 2 targeted township: ƒ Identification and preparation of technical design for water infrastructure at community and school levels; ƒ Identification and preparation of technical design for sanitation infrastructure at community and school levels; ƒ Development of training curriculum of VDC on the operation and maintenance of the community and school water supply schemes; Ensure the relevance of the intervention area, the selection of the beneficiaries and identification of the key stakeholders. Ensure the program's technical follow-up and quality of the activities implemented Supervise and monitor the implementation of water and sanitation activities and staff in the head office and township offices. Closely monitor planned water, sanitation and hygiene education activities through periodic visit and reports in townships. Propose solutions or improvements for better performance of the program. Adapt effective project management tools from PMER guidelines to ensure project follow-up and monitoring at the HQ/field level Develop and support the monthly activity plan and budget follow-up. Plan, organize and animate regular meetings at the different project level to ensure strong project coordination Develop periodic reporting system from township level and consolidate periodic reports for relevant authorities and donors: - Monthly project reports to be submitted in time to the Health Dy HoD and FRC Watsan PC - Yearly Watsan project report to be submitted in time to the Health Dy HoD and FRC Watsan PC - Training report following each training session performed at national/local level. - Construction report for water and sanitation infrastructures done at community and school levels - Construction report following the hand-over of construction works - Contractual financial and narrative reports in a timely manner - Other Reports as requested by MRCS/Donors Ensure safety measures are respected on worksites Ensure that program implementation is in line with the principles of the Red Cross Code of Conduct.

A minimum of 5 years working experience in water, hygiene and sanitation field with increasing responsibilities in project/program management..
  • Background in community mobilization, participatory approaches, facilitation and training.
  • Experience knowledge of PHAST and Community-Led Total Sanitation methods.
  • Experience in Information Education and Communication tools development ideally in water, hygiene and sanitation related field.
  • Excellent planning, budgeting and reporting skills
  • Experience in project management, team building and problem solving methodology.
  • Computer literacy (Word, Excel, Power Point) in both Myanmar and English.
  • Strong interpersonal and communication skills including excellent oral and written English language skills
  • Ability to travel frequently to program sites with short notice
  • Ability to manage and prioritize multiple tasks, take initiative, work well in a team and live in stressful situations
