THE ORGANIZATIONAL SETTING
The Regional Office is primarily responsible for maintaining continuous liaison with States to which it is accredited and with appropriateorganizations, regional civil aviation bodies and sub-regional bodies and UN Agencies and programmes. The Regional Office ensuresinterregional coordination and promotes the timely and harmonized implementation of ICAO policies, decisions, Standards andRecommended Practices (SARPs) and air navigation plans. The Regional Office also provides technical guidance and assists States withimplementation.The incumbent reports directly both to the Regional Officer, Meteorology (RO/MET) and to the Regional Officer, Technical Cooperation(RO/TC), whom s/he consults on complex tasks. Instructions are given by supervisors on technical and/or policy related matters.
MAJOR DUTIES AND RESPONSIBILITIES
Function 1 (incl. Expected results)Ensures smooth management of meetings in terms of logistical arrangements, documentation and technical material as well as postfollow up actions, achieving results such as:
- Assist MET and TC Officers with the conduct of regional technical meetings, workshops and seminars within and outside the RegionalOffice, compile draft meeting reports, arrange, prepare and process meeting documentation, including draft working andinformation papers and presentation related to meetings, seminars and workshops managed by MET and TC Sections, and arrangefor the meeting documentation to be uploaded on the ICAO Africa-Indian Ocean Region (AFI) website. Prepare and oversee thetracking, collation and distribution of meeting documentation.
- Format and publish working/information papers for meetings that the MET and TC Sections is responsible for. Liaise with Statesauthorities and international organizations concerned in relation to the preparation of meeting papers and advising, as necessary, ofICAO provisions.
- Research and compile technical material on MET and TC subjects based on ICAO Annexes, Procedures for Air Navigation Services(PANS), Regional Air Navigation Plan (ANP), AFI Air Navigation Planning and Implementation Regional Group (APIRG) conclusions andguidance material.
- Maintain an efficient recording system of follow-up actions on recommendations made by regional technical meetings for which theMET and TC Officers have prime responsibility, including recommendations made by Regional ANP and APIRG meetings. Maintainrecords of action taken and/or required.
Function 2 (incl. Expected results)Monitors the preparation and processing of amendment to ICAO documents (Regional ANP and Regional Supplementary Procedures(SUPPS)), achieving results such as:
- Assist in the preparation and processing of amendment proposals for the MET subjects of the SUPPS (Doc 7030) and the AFI BasicANP and Facilities and Services Implementation Document (FASID, Doc 7474) and maintain registration of these amendments.
- Prepare draft State Letters transmitting proposed amendments to the documents above to States, collate replies to the circulationof proposals and prepare draft documentation to be submitted to Headquarters.
- Undertake follow-up actions on the progress of amendment proposals in a timely manner.
- Prepare correspondence informing States of the approval of new amendments and the applicability date.
- Keep the status records of amendment proposals updated.
Function 3 (incl. Expected results)
Maintains regional guidance material, manuals and documents, achieving results such as:
- Under the direction of the MET and TC Officers, compile and collate source material for the preparation of draft revisions to the METrelated regional guidance material.
- Edit and check for consistency of replies from States and international organizations to the material and upload the material on theWACAF website.
- Maintain MET Section technical library, filing system and historical record of amendments to MET and TC regulatory documents.
- Establish and maintain records of progress on subjects for which MET and TC sections require follow-up actions.
Function 4 (incl. Expected results)
- Processes and records aeronautical data related to MET Section functions, prepares and processes ICAO documents, and monitorsassistance provided to States, achieving results such as:
- Process requests from States for the annual assessment of Satellite Distribution System for information relating to Air Navigation (SADIS) operational efficacy and for updating SADIS focal points.
- Coordinate with Headquarters for the amendments of Annex 1 to the SADIS user guide.
- Manage, when requested, under guidance from the MET and TC Officers, the MET and TC related State latters.
- Assist TC Officer in operating correspondences to and interacting with Civil Aviation Authorities (CAAs) and donors institutions regarding the implementation of projects/programmes, including resource mobilization.
- Maintain records, files and reports of technical Officers, CAAs and donors institutions regarding the development and implementation of work plans and strategies for the implementation of projects/programmes.
Function 5 (incl. Expected results)
- Provides general technical and administrative support to MET and TC Sections, achieving results such as:Manage all logistics arrangements for meetings and conferences, such as venue preparation, issue meeting invitations andreminders as required, registration of participants, etc.
- Prepare drafts of routine documents, e.g. meeting reports, briefings, etc. and correspondence related to MET and TC technicalactivities.
- Based on records of work progress, prepare and update the monthly work programme for the MET and TC Sections. Prepare initialdraft of activities reports and the expected work programme of the Section.
- Maintain records of mission/meeting programme of the MET and TC Sections.Coordinate travel arrangements for MET and TC Officers.
- Assist the MET and TC Officers in designing survey/questionnaires, collecting and analysing data received through thesurveys/questionnaires.
- Maintain calendars for the Sections.
QUALIFICATIONS AND EXPERIENCE
Educational backgroundCompletion of secondary education.
Professional experience and knowledge
- At least five years of work experience.
- Familiarity with the air navigation disciplines, ICAO practices and procedures.
- Good knowledge of ICAO documents, technical reports, relevant Annexes.
- Knowledge of correspondence, filing, meeting procedures and office management procedures.
- Proficiency in computer operation and skilful in contemporary software (Word, Excel, PowerPoint, SharePoint and Acrobat).
- Knowledge and experience is database management is desirable.
Language skills
The work requires functional reading, writing and speaking abilities in English and French. A basic knowledge of Spanish is an advantage.Knowledge of any of the other languages of the Organization (Arabic, Chinese, Russian) is an asset.

CONDITIONS OF EMPLOYMENT
It should be noted that this post is to be filled on a fixed-term basis for a period of three years (first year is probationary for an externalcandidate).ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activitiesor offices of the Organization within the duty station.ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In thisconnection, ICAO has incorporated the 2001 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions.ICAO offers an attractive benefit package to its employees in accordance with the policies of the International Civil Service Commission(ICSC).The statutory retirement age for staff entering or re-entering service after 1 January 1990 is 62.
