THE ORGANIZATIONAL SETTING
The Regional Office is primarily responsible for maintaining continuous liaison with States to which it is accredited and with appropriateorganizations, regional civil aviation bodies and sub-regional bodies and UN Agencies and programmes. The Regional Office ensuresinterregional coordination and promotes the timely and harmonized implementation of ICAO policies, decisions, Standards andRecommended Practices (SARPs) and air navigation plans. The Regional Office also provides technical guidance and assists States withimplementation.The incumbent reports directly to the Aerodromes and Ground Aids (AGA), and Aviation Security (AVSEC) Regional Officers, whom s/heconsults on complex tasks. Instructions are given by Supervisor on technical and/or policy related matters.
MAJOR DUTIES AND RESPONSIBILITIES
Function 1 (incl. Expected results)Ensures smooth management of meetings in terms of logistical arrangements, documentation and technical material as well as postfollow up actions, achieving results such as:
  • Assist AGA and AVSEC Officers with the conduct of regional technical meetings, workshops and seminars within and outside theRegional Office, compile draft meeting reports, arrange, prepare and process meeting documentation, including draft working andinformation papers and presentation related to meetings, seminars and workshops managed by AGA and AVSEC and arrange for themeeting documentation to be uploaded on the ICAO Western and Central African Office (WACAF) website. Prepare and oversee thetracking, collation and distribution of meeting documentation.
  • Format and publish working/information papers for meetings that AGA and AVSEC Sections are responsible for. Liaise with Statesauthorities and international organizations concerned in relation to the preparation of meeting papers and advising, as necessary, ofICAO provisions.
  • Research and compile technical material on AGA and AVSEC subjects based on ICAO Annexes, Procedures for Air Navigation Services(PANS), Regional Air Navigation Plan (ANP), AFI Planning and Implementation Regional Group (APIRG) conclusions and guidancematerial.
  • Maintain an efficient recording system of follow-up actions on recommendations made by regional technical meetings for which theAGA and AVSEC Officers have prime responsibility, including recommendations made by Regional ANP and APIRG meetings.Maintain records of action taken and/or required.
Function 2 (incl. Expected results)
Monitors the preparation and processing of amendments to ICAO Documents (Regional ANP and Regional Supplementary Procedures(SUPPS)), achieving results such as:
  • Assist in the preparation and processing of amendment proposals for the AGA subjects of SUPPS (Doc 7030) and the AFI Basic ANPand Facilities and Services Implementation Document (FASID, Doc 7474) and maintain registration of these amendments.
  • Prepare draft State Letters transmitting proposed amendments to the above-mentioned documents to States, collate replies to thecirculation of proposals and prepare draft documentation to be submitted to Headquarters.
  • Undertake follow-up actions on the progress of amendment proposals in a timely manner.
  • Prepare correspondence informing States of the approval of new amendments and the applicability date.
  • Keep the status records of amendment proposals updated.
Function 3 (incl. Expected results)
Maintains Regional guidance material, manuals and documents, achieving results such as:
  • Under the direction of AGA Officers, compile and collate source material for the preparation of draft revisions to the AGA relatedregional guidance material.
  • Edit and check for consistency of replies from States and international organizations to the material. Upload the material on theWACAF website.
  • Maintain AGA technical library, filing system and historical record of amendments to AGA regulatory documents. Establish andmaintain records of progress on subjects for which AGA requires follow-up actions.
Function 4 (incl. Expected results)
Processes and records aeronautical data related to the AGA Section functions, achieving results such as:
  • Process requests from States or aircraft operating agencies for allocation of three-letter designator and answer inquiries related toICAO Codes.
  • Compile, record and process Bird Strike reports for placement in ICAO Bird Strike Information System (IBIS) database at ICAOHeadquarters.
  • Compile and record the process of aerodrome certification in the WACAF region.
  • Compile and record the full-scale Aerodrome Emergency Plan (AEP) and other tests in WACAF region.
Function 5 (incl. Expected results)
Provide general technical and administrative supports to AGA and AVSEC Sections, achieving results such as:
  • Manage all logistics arrangements for meetings and conferences, such as venue preparation, issue meeting invitations andreminders as required, registration of participants, etc.
  • Prepare drafts of routine documents, e.g. meeting reports, briefings, etc. and correspondence related to AGA technical activities.
  • Based on records of work progress, prepare and update the monthly work programme for the AGA Section.
  • Prepare initial draft of activities report and the expected work programme of the Section.
  • Maintain records of mission/meeting programme of AGA and AVSEC Sections.
  • Coordinate travel arrangements for AGA and AVSEC Officers.
  • Assist AGA Officers in designing survey/questionnaires, and collecting and analysing data received through the surveys/ questionnaires.
  • Maintain the Section Calendar.
QUALIFICATIONS AND EXPERIENCE
Educational background
Completion of at least secondary education.Professional experience and knowledge
  • At least five years of experience relating to international air navigation in a civil aviation administration, an airport authority oraviation related organization.
  • Familiarity with the air navigation disciplines, ICAO practices and procedures. Good knowledge of ICAO documents, technical reportsand relevant Annexes.
  • Knowledge of technical aviation subjects and terminology for air navigation. Understanding of airport operations.
  • Ability to research a subject thoroughly and present in a clear and concise manner.
  • Knowledge of correspondence, filing, meeting procedures and office management procedures.
  • Proficiency in office automation and skilful in contemporary software (Word, Excel, PowerPoint, SharePoint and Acrobat).
  • Knowledge and experience is database management is desirable.
  • Knowledge of and experience in working in an international environment.
Language skills
The work requires functional reading, writing and speaking abilities in English and French. Knowledge of any of the other languages of theOrganization (Arabic, Chinese, Russian, Spanish) is an asset.

CONDITIONS OF EMPLOYMENT
It should be noted that this post is to be filled on a fixed-term basis for a period of three years (first year is probationary for an externalcandidate).ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activitiesor offices of the Organization within the duty station.ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In thisconnection, ICAO has incorporated the 2001 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions.ICAO offers an attractive benefit package to its employees in accordance with the policies of the International Civil Service Commission(ICSC).The statutory retirement age for staff entering or re-entering service after 1 January 1990 is 62.
