The EIB, the European Union's bank, is seeking to recruit for itsDirectorates for Lending Operations (Ops&A and Ops B) -Advisory Services Department (ASD) - Technical Assistance Unit (TAU),at its headquarters inLuxembourg, a:
(Senior) Technical Assistance Officer
Appointment will be made on the basis of a fixed term contract of 1 year
Purpose
Contribute to the preparation and implementation of EIB's Technical Assistance (TA) activity through the management of TA facilities and/or operations, in close co-operation with EIB services.
Specific Post Environment
The main objectives of the Advisory Services Department (ASD) are to improve the range and quality of advisory services offered by the Bank, primarily to the public sector, and to ensure that they are managed within a clear strategic framework.
The Technical Assistance Unit (TAU) is managing, selecting, contracting and monitoring consultancy services.
Operating network
The (Senior) Technical Assistance Officer will work in a team and report to the Head of TAU. The appointee will work in close collaboration with all other Directorates involved in the management of the Bank's TA activity.
S/he will also have extensive external contacts and work with beneficiaries and funders of EIB's TA activity including, but not limited to, the European Commission, Member States and major public and private sector organisations in the Member States and Partner Countries.
Responsibilities
In close collaboration with other EIB services:
- Contribute to the development of EIB TA activity inside and outside the EU
- Liaise regularly with the European Commission (EC), International and bilateral financial institutions and negotiate new TA mandates and TA activities with funders, in particular with the EC and EU Member states
- Contribute to the design of new TA assignments (objectives and results, duration, budget, expert profiles reporting requirements) and ensure the smooth functioning of consultancy assignments throughout the project cycle (identification, tendering, contract execution, disbursements and reporting)
- Manage all administrative, financial and contractual aspects during implementation of consultancy assignments and assess eligibility and compliance issues in line with EIB's Guidelines
- Organise and act as chair of evaluation panels, draft shortlist and tender evaluation reports; control the quality of the deliverables of TA assignments together with EIB teams
- Contribute to horizontal tasks (impact assessment, communication, working groups, etc.)
Qualifications
- University degree in Economics, Finance, Law, Engineering or a Business related subject backed up with the relevant professional experience
- At least five years relevant professional experience in a bi-lateral or multi-lateral context with donor-funding activity in developing and/or transition countries
- Experience in the procurement of consultancy services would be an advantage
- Proven track record of implementation and/or supervision of consultancy services, either inside or outside the EU
- Good knowledge of EU policies, and the political & operational framework in which the Bank operates
- Good command of standard computer tools
- Excellent knowledge of English and/or French (*) and a good command of the other

- Strong analytical and reasoning skills with capacity to provide sound judgement concerning the issues in her/his area of responsibilities

- Ability to coordinate project teams
(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages.
