Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Context: Under the overall guidance of the Migration Emergency Coordinator (MEC - DOE Director), the direct supervision of the Syria Crisis Coordinator (SCC), in close collaboration with the Syria Chief of Mission (CoM), the Resources Management Officer (RMO) at HQs and in close coordination with IOM Regional Office (Cairo and Vienna) and IOM Country Offices in the region, the Senior Resources Management Officer (Crisis Coordination Support)

(SRMO) will be responsible and accountable for supervising the administrative, budgetary, financial, information technology, procurement, logistics and human resources functions to support the operations and project/programme activities in response to the Syria migration crisis.
Core Functions / Responsibilities:
1. Oversee the day-to-day administrative, financial, personnel, procurement, logistics, security and other administrative activities of the country offices involved in the crisis, including:
  • Coordinate the preparation of financial requirements and project budgets for the country offices implementing Syria crisis humanitarian response operations.
  • Plan and monitor the financial management for the projects, supervising the preparation of financial reports, and human resources planning.
  • Maintain and further strengthen appropriate internal controls and development and implementation of relevant operational control systems.
  • Provide oversight of financial expenditure and accountability; and preparing monthly financial forecasts and other financial projections and monitoring tools.
  • Plan and coordinate the implementation of administrative and human resources policies and practices (including recruitment and deployment of experts) for the Missions engaged in the Syria crisis humanitarian response.
2. Supervise the administrative and finance unit in accordance with the Organization's regulations and procedures, particularly Level 3 Emergency SOPs.
3. Work closely with the Department of Resources Management (DRM) and Department of Operations and Emergencies (DOE) Resources Management Officer at Headquarters on all financial and administrative aspects of the Syria Crisis response.
4. Participate in the management team to develop and implement short- and long-term management objectives and goals when required. Liaise with programme managers regarding current and future levels of funding or activities.
5. Provide support and training to offices engaged in Syria emergency operations in the areas of finance, human resources and administration.
6. Coordinate the financial and administrative aspects of crisis-related funding agreements with donors, in close coordination with relevant IOM departments at HQs.
7. Undertake duty travel to provide administrative support to the sub-offices and problem solve as requested by the SCC/CoM and/or MEC. Represent the Organization at relevant high level and interagency meetings.
8. Maintain liaison with governmental, intergovernmental, and other partner entities in order to ensure smooth implementation of IOM emergency operations at all levels.
9. Supervise procurement and logistics operations in IOM Syria and surrounding countries related to the Syria crisis response in close coordination with the RMO at HQs and Field Procurement Unit (FPU) Manila and in accordance with Level 3 Emergency SOPs.
10. Assist in monitoring, assessing and evaluating the administrative and financial aspects of emergency programme-related activities of the Crisis affected offices.
11. Perform such other duties as may be assigned.

Required Qualifications and Experience
a) completed advanced university degree from an accredited academic institution, preferably in Accounting or Business Administration, with a professional certification as chartered accountant or certified public accountant, or alternatively, an equivalent combination of relevant training and experience in accounting or finance;
b) eight years of professional experience (or ten years for candidates holding a first level university degree) in financial management, accounting and budgeting;
c) experience in liaising with governmental and diplomatic authorities as well as with international institutions;
d) good knowledge of human resources management;
e) knowledge of IPSAS and SAP highly desirable.
Languages
Fluency in English is required. Working knowledge of Arabic advantage.
