Under the direct supervision/direction of the Resource Management/Human Resources Officer (RMO), and with technical supervision from the Senior Administrative/Security/Legal Officer Kyiv, the successful candidate will be responsible and accountable for monitoring and assisting in legal functions for the EUBAM’s administrative activities and providing necessary support in matters of legal nature of EUBAM.
Duties and Responsibilities
- Provide, in coordination with the RMO, and with the technical support of the Senior Administrative/Security/Legal Officer Kyiv, legal assistance to EUBAM administrative activities.
- Research and provide advice, inter alia, on contractual issues; ensure that EUBAM’s administrative activities are implemented in accordance with the IOM Constitution and other relevant provisions together with the RMO.
- Draft and conclude, in coordination with the RMO and EUBAM Senior Management, agreements and contracts (human resources, funding, procurement, construction, partnership, etc.). Assist cells and the staff members within the Administration Section in such activities.
- Assist in the monitoring of EUBAM’s legal functions, in accordance with the IOM’s policies and procedures, in concert with the Resource Management/Human Resources Officer (RMO).
- Ensure that all documentation on legal issues is prepared according to the IOM's established procedures, and that the IOM’s requirements/procedures are followed.
- Independently handle a variety of relatively complex verbal and written inquiries from internal and external parties, including providing detailed information on processes and procedures related to a range of legal activities, instruments, issues, etc.
- Assist in preparing information notes on legal issues and amicus briefs.
- Assist and train the EUBAM personnel on legal issues in accordance with the IOM's policies and procedures, as necessary.
- Monitor local legislation requirements and changes therein that may impact on the administration of the EUBAM.
- Review, verify and process legal instruments, ensuring conformity to relevant guidelines and requirements; monitor requisite follow-up actions, approvals, etc.
- Draft, edit and conduct final check for accuracy of a variety of specialized documentation, legal publications, and related correspondence.
- Coordinate ceremonies (e.g. signings, etc.) and related meetings, ensuring timely receipt of legal instruments and other requisite documentation.

Required Skills and Experience
- Completed university degree from an accredited academic institution in Law;
- At least six years’ practical legal experience, preferably in international environment is an advantage;
- Drafting ability and analytical skills;
- Experience in negotiating agreements and contracts.
- Familiarity with IOM legal framework an advantage
