INTRODUCTION
The International Labour Organization (ILO) is devoted to promoting social justice and internationally recognized human and labour rights, pursuing its founding mission that sound labour relations are essential to prosperity. Today, the ILO helps advance the creation of decent work and the economic and working conditions that give working people and business a stake in lasting peace, prosperity and progress. Its tripartite structure provides a unique platform for promoting decent work for all women and men. Its main aims are to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue on economic and social policies.
In Haiti, the garment manufacturing sector plays a key role in the country's overall economy. It is the country's single largest employer, providing jobs to more than 28,500 workers, and exporter, as apparel constitutes more than 90 percent of all Haitian exports to the United States. Since 2009, the ILO is supporting national efforts to improve working conditions in the garment sector through the implementation of the joint ILO/IFC Better Work Programme, through regular assessments and advisory services and training to promote compliance with core labour standards and national labour law in factories eligible for tariff advantages under the HOPE II legislation. While significant improvements have been made in several areas, non-compliance on some core labour standards and OSH issues is still rife. As State institutions, in particular the Ministry of Labour and Social Affairs (MAST) and its inspection and conciliation services, have limited capacity to adequately enforce the law and address non-compliance issues in the garment sector, the ILO has developed a Project which aims at building the capacities of the MAST to strengthen compliance with fundamental labour standards and enforcement of related legislation in the garment sector.
Within the policy and procedural requirements established by the ILO and the Project, the Project Coordinator will be responsible for the day-to-day management of the project implementation and provide technical advisory services towards the development and execution of any future programmes to be developed in the project sector. He/she will ensure that the objectives stated in the project document are attained within the stated time frame and budget and ensure compliance with the ILO and the project's financial and operating procedures. The incumbent will promote ILO policies in the project related technical areas.
The Project Coordinator will work under general supervision of the Director of the ILO Decent Work Technical Support Team and Country Office for located in San José (DWT/CO-San José) and will receive technical guidance and support from the Governance & Tripartism (GOVERNANCE) department at ILO Headquarters.
He/She will also oversee the work of Admin and other support staff of the project, national officers and any other international and local consultant hired during the course of the project.
The Project Coordinator will work in close collaboration with other ILO projects implemented in Haiti, in particular with the Better Work Haiti Programme.

1. Ensure effective implementation of the project through timely provision of inputs, timely and efficient delivery of outputs, and planning, control, monitoring and evaluation of the project activities, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and country/action programs, and administrative and financial procedures in consultation with DWCT/CO-San José.
2. Responsible for the effective management of funds/budget assigned to the project.
3. Manage efficiently the human resources of the project / program including recruitment, performance and talent management aspects.
4. Report, monitor and facilitate the evaluation of all project components according to the project document and work plan.
Technical leadership and advice:
5. Provide technical and policy advice in fields related to the different components of the project (labour administration/ labour inspection).
6. Ensure, including through developing tools and instruments, implementation of all project components in accordance with the approved project document, logical framework, work plan and budget and co-ordinate different elements and interventions.
7. Design and implement strategies to enhance the institutional capacity of the social partners, and where necessary other stakeholders.
Advocacy, networking and partnership:
8. Strengthen relationship to cooperate and coordinate with the Ministry of Labour and Social Affairs, the Office of the Ombudsperson and the employers' and workers' organizations, as well as other stakeholders and partners as required, in the planning and implementation of activities under the project.
9. Liaise with other UN agencies counterparts to promote ILO's values, increase the project's visibility and facilitate the scaling-up of the project's interventions.
10. Promote ILO policies in the related technical areas of the project, other fundamental rights at work and the relevant International Labour Standards in collaboration with other technical/labour standards specialists.
Knowledge management:
11. Write and disseminate information materials on project in close collaboration with other relevant technical specialists at the HQ.
12. Collect information and data which are relevant to the subject matters covered by the project and share them with the relevant technical Department and Units at the HQ.
13. Identify training needs and organize training workshops and meetings for the tripartite partners and staff as appropriate to reinforce the professional capabilities.
14. Organize meetings and seminars, and develop knowledge sharing tools designed to forge partnerships, share good practices with the main stakeholders of the project.
15. Any other duties requested by the responsible chief.

Advanced university degree in law, public administration, social science or other relevant field.

Experience
Seven years' experience in the management of technical cooperation activities in a senior level position, of which at least three years at the international level. This includes field experience in leadership role in implementation of projects, preferably in the fields of labour administration/ labour inspection, in the context of developing countries. Previous work experience in a hardship duty station would be an advantage.
