In particular he/she will be responsible to:
- Review the project documentation, including DoA, logframe, workplans, end of project evaluation report of phase 1 (MA 0226 3DF funded MARC project), donor reports, data capture and compilation guidelines, training reports, relevant donor correspondence, and other pertinent documents.
- Develop the protocol including the methodology, tools for the end of project evaluation.
- Design the methodology and workplan for undertaking the evaluation, with input and guidance of programme managers and Senior Health Database and M&E Associate
- Perform evaluation of IOM's implementation of the MARC framework.
- Devise methodology and capture data, including process and output evaluation.
- Meet with and interview project managers, staff and volunteers, community leaders, beneficiaries, village mobility working/cluster mobility working group members, and government counterparts (including Township Medical Officers, BHS and others).
- Observe the implementation of the project activities to gain context as well as assess quality of project activities.
- Analyze the results and present findings of evaluation and lessons learned via PowerPoint to IOM programme staff. Incorporate lessons learned and recommendations for improving project performance
- Draft two reports of findings – evaluation report for internal and donor consumption, and lessons learned report, which will be useful for other agencies in future endeavours. Reports will follow IOM House Style and remain concise, with the following sections: o Table of contents o Executive summary (max two pages) o Background and literature review o Methodology o Findings o Discussion o Recommendations o Bibliography o Annexes.
- Finalize the reports with input from IOM programme staff.
- Perform any other relevant duties as assigned by supervisors. Desired qualifications
- Advanced degree in public health, development, or related field.
- At least 7 years experience in programme management, research, and/or evaluation.
- Previous successful completion of evaluations of similar nature.
- Experience on implementing or evaluating 3MDG-funded grants an advantage.
- Ability to work under tight deadlines and with minimal supervision.
- Highly organized with strong analysis skills.
- Strong interpersonal, cross-cultural, communication, and negotiation skills.
- Excellent writer of technical documents in English.
- Knowledge of local culture and language an advantage.
