Background
The vacancy is open only for persons with citizenship of the Republic of Serbia.
This is an extra-budgetary position subject to the availability of funds. The incumbent will receive a one-year Fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period and which will be renewable annually, subject to satisfactory performance, until the end of the Project (30 November 2014). The incumbent will work on the project 'Technical Assistance to the Ministry of Human and Minority Rights in the Implementation of the National Strategy for Roma Inclusion', which is placed within the Democratization Department.
Tasks and Responsibilities
The incumbent performs the following duties:
  • Provides assistance in the development and implementation of Project activities related to one of the following Project outputs: new monitoring and reporting system; promotion of Roma participation in policy planning and implementation; pilot municipalities initiative:
  • Liaises with stakeholders regarding their initial expectations and concept of Project objectives and activities;
  • Assists in developing the structure and contents of the Project outputs, and solicits the opinions and comments of the various stakeholders;
  • Assists in developing the format of questionnaires on Roma inclusion policy to be completed annually by local self-governments;
  • Assists in undertaking needs assessment and evaluation of local conditions in Roma settlements;
  • Assists in the delivery of training envisaged within the Project;
  • Compiles, reviews and summarises reports and information submitted by the relevant stakeholders;
  • Prepares written reports on Project activities and outputs;
  • Ensures the website created as part of the reporting system is continually updated;
  • Provides administrative assistance for Project activities relating specifically to the incumbent's area of work:
  • Maintains communication with government officials, donors, international and non-government organisations, by drafting written correspondence, arranging, organising and participating at meetings, conferences and training courses;
  • Keeps minutes from meetings and drafts event reports, updates and maintains current registers and files, including the electronic documents management system;
  • Raises Purchase Requests in Oracle, makes initial recommendations regarding expenditure for relevant Project activities, communicates with the Fund Administration Unit on all budgetary and procurement issues;
  • Provides interpretation and translation services:
  • Translates and proof-reads written documents, such as policy papers and needs assessment reports;
  • Drafts and maintains official correspondence in both English and the local language, and compiles summaries of meetings and Project activities;
  • Provides interpretation from English into the local language and vice versa at official meetings and conferences;
  • Performs other duties as required.
Necessary Qualifications
  • Citizenship of the Republic of Serbia;
  • Secondary education, supplemented by formal studies or training in languages, administration, or project management;
  • Minimum four years of working experience in administration of projects or project planning, implementation, reporting and evaluation;
  • Experience working on minority issues, such as inclusion policy planning and implementation;
  • Ability to conduct research and collect information from a variety of sources;
  • Demonstrated analytical, problem-solving and/or organisational skills;
  • Excellent written and oral communication skills in English and the local language;
  • Knowledge of the Romany language would be an asset;
  • Computer literate with practical experience in Microsoft packages;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to work with people of different nationalities, religions and cultural backgrounds.
Remuneration Package
The incumbent shall receive a one-year Fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period and which will be renewable annually, subject to satisfactory performance, until the end of the Project. The Project is scheduled to end on 30 November 2014.
Appointments are normaly made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is EUR 1,371.75. Social benefits will include participation in the Vanbreda medical insurance and the OSCE Provident Fund.
The OSCE retains the discretion to re-advertise the vacancy, cancel the recruitment, offer an appointment at a lower grade or offer an appointment with a modified job description or for a different duration.
