Program Overview
The goal of the Country & Regional Operations Department (CRO) is to contribute to the fulfillment of Pathfinder's mission by ensuring that country programs are implemented effectively and efficiently; that they achieve the intended impact and level of sustainability; and country programs increase their resource base and expand Pathfinder's work globally. The Country and Regional Operations Department is composed of three Country Management Teams (CMTs) that each support specific sets of country programs.
Position Purpose
The Program Officer II, as a member of a Country Management Team, provides a range of programmatic and administrative support to country offices and activities in French speaking regions. S/he ensures that support is provided in an effective and efficient manner, by liaising with headquarters staff and country office staff and internal and external stakeholders.
Please note: This is an anticipated position that is contingent upon project award and funding.
Key Responsibilities
  • Serves as a liaison between the field office and headquarters departments, donors (e.g. USAID, foundations, etc.) cooperating agencies, subcontractors and independent contractors to ensure high quality programs and activities in assigned countries.
  • Represents Pathfinder and relevant field program activities to donors, cooperating agencies and other interested parties.
  • Supports development of new business proposals as requested, filling role designated for CMT, and alerts program director, New Business Development, and International Grants Unit to relevant new funding opportunities.
  • Monitors work plans and budgets through regular communication with country office and headquarters staff.
  • Coordinates quarterly technical reviews to monitor achievement of program objectives and analyzes key indicators data.
  • Collaborates with country office and HQ Finance team to hold monthly finance meetings to monitor country office and project expenses and alignment of funds with objectives and work plans.
  • Leads headquarters component of various program systems processes such as sub grants processing, start-ups, and closeouts for all awards and offices.
  • Collaborates with country office and HQ units to prepare/review donor reports.
  • Ensures compliance with various administrative requirements for donors and HQ.
  • Assists with the recruitment and administration of independent contractors to meet technical assistance needs; preparation of agreements; follow-up on deliverables.
  • Provides assistance and budgetary support as needed in procurement actions.
  • Works with Pathfinders Communications Unit to prepare various needed communications products and update online project information.
  • Collaborates regularly with Technical Services Unit, Program Services Unit, and Research and Metrics Unit staff to ensure appropriate, timely coordinated support to country offices.
  • Performs other duties as requested by the Program Director.
Basic Requirements
  • Required Bachelor's degree in Public Health, Public Administration or related field.
  • Minimum of six years progressively responsible work related to the design, implementation, monitoring or management of reproductive health, family planning, HIV/AIDS and/or international development program(s). (Four years' experience will be acceptable if candidate has a Master's degree in Public Health related field).
  • Knowledge of regulations and requirements of USG agencies and/or other governmental and nongovernmental donor agencies.
  • Demonstrated strong project and budget management skills.
  • Excellent oral communication and interpersonal skills with a demonstrated ability to interact professionally with a culturally diverse staff, clients, and partners.
  • Outstanding organizational, problem-solving and time management ability.
  • Stellar sense of task prioritization and ability to shift with fast-changing demands.
  • Impeccable attention to detail, accuracy and quality in all deliverables.
  • Excellent writing and copy-editing skills.
  • Demonstrated ability to work independently as well as part of a team in a complex and fast-paced environment.
  • Fluent in written and spoken English and minimum high-level professional proficiency in French required.
  • Proficient in Microsoft Office products (Excel & Word) required.
  • Ability and willingness to travel internationally up to 25%.
  • Ability to exercise sound judgment and maintain confidentiality of sensitive information.
Preferred Qualifications
  • Master's degree in Public Health, Public Administration or related field preferred.
  • Proposal and grant writing experience desirable.
  • Minimum of two years related experience living in a developing country or countries.
  • Language skills in Haitian Creole highly desirable.
