RESPONSIBILITIES:
Under the direct supervision of the Executive Director the incumbent will:
- Manage the Executive Office for smooth, coordinated and efficient operation includingfacilitating the agreement on the resolution of issues, of the corporate agenda and priorities forthe attendance of the Executive Director, Deputy Executive Director or designatedrepresentative;
- Provide strategic guidance and advice to the Executive Director/Deputy Executive Director onoptions, opportunities and challenges
- As a member of the ITC Senior Management Committee, contribute to the shaping andimplementation of corporate management policy
- Represent ITC at international, regional or national meetings as and when required
- On behalf of the Executive Director and on his/her instruction actively work with SeniorManagement on the priorities and outputs of the ITC work streams including on budget,human resources and Results Based Management issues
- Make recommendations of potential areas requiring management review and, wherenecessary, oversee the work of management review teams
- Support the Executive Director in exchanges with ITC's governance arrangements, ensuringITC compliance at all times with its responsibilities to its parent organizations (the WordTrade Organisation (WTO) and the United Nations Conference on Trade and Development(UNCTAD)) and its Policy-making Organs (the Joint Advisory Group (JAG) and theConsultative Committee of the ITC Trust Fund (CCITF);ITC/TVN/36/2013
- Provide advice and support to the Executive Director and the Deputy Executive Director insuch areas as technical cooperation activities, special reviews of operational objectives andrelated policies/procedures
- Produce or oversee the production of major/complex reports for management
- Participate in the weekly Senior Management meetings to provide advice on strategic matters,as required
- Actively engage with developing countries, especially Least Developed Countries, SmallIsland Developing States, and Landlocked Developing Countries to ensure their priorities andneeds are integrated into ITC's delivery in close collaboration with the relevant Division
- Actively liaise with ITC's traditional and non-traditional donors in the areas of resourcemobilisation and project and programme priorities in close collaboration with the relevantunit
- Actively foster enhanced relationships with partner organisations including the WTO,UNCTAD, Multilateral and Regional Development Banks, UN Institutions, the InternationalChamber of Commerce and the Enhanced Integrated Framework to promote greaterpartnership with ITC in the delivery of its products
- Perform any other related duties as required.
Education:
Advanced University degree in economics, development, management, business/publicadministration, international relations, communications /journalism or other related degree.
Note: A combination of relevant academic qualifications and relevant professional experience may beaccepted for candidates possessing an advanced university degree.
Work Experience:
A minimum of 10 years of diversified progressive professional experience.
At least 5 years ofprofessional experience in the trade related technical assistance (TRTA) environment would be highlydesirable. Several years directly relevant experience at a senior level in an international organization.
Experience in a national and/or international organization and particularly in a role similar to anadviser to a Head of an international organization is an asset.
Prior exposure to organizational reformprocesses.
Experience in organizational representation and communication to a variety of stakeholdersincluding at a high level.
Knowledge and Skills:
- Knowledge of the management and smooth running of Executive Offices, and knowledge ofevaluation, monitoring and communications at the strategic or corporate level in organisations similarto ITC.
- Knowledge of the trade-related technical assistance environment especially related to Aid forTrade and Enhanced Integrated Framework agenda.
- Knowledge about recent trends in tradedevelopment including the contribution of trade to poverty reduction and development objectives suchas the Millennium Development Goals as well as familiarity with issues related to the multilateraltrading system.
- Knowledge of management of Executive Offices, strategic planning, riskmanagement, governance and communications.
- Knowledge of trade issues in developing countriesand understanding and exposure to international processes such as the G20, the Bretton Woodsinstitutions and the United Nations.
- Ability to draft policy and position papers on strategic issues.
- Demonstrated skills in diplomacy and the ability to interact at a very high level with ITC'sconstituents and with senior staff in other organizations and develop a cooperative and collaborativeapproach to partnership.ITC/TVN/36/2013
- Knowledge of Rules, Regulations and procedures of multilateral and interagency collaborationprocesses an asset.
Languages:
- Advanced knowledge of English.
- Knowledge of other UN official languages, in particular French andSpanish an asset.
