Accountability (key results that will be achieved)
- The protection of populations of concern is met through the application of International and National Law, relevant UN/UNHCR protection standards and IASC principles
- The protection monitoring strategy incorporates a thorough age, gender and diversity (AGD) analysis and reflects the Organization's global, regional and country level priorities.
- Border Protection incidents are immediately identified, documented and addressed.
- Daily reporting on refugee movement across borders. <p>Responsibility (process and functions undertaken to achieve results) <ol> Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment. Assist in establishing monitoring system at the border areas and other key locations. Monitor new arrivals through working relations with local Government counterparts and other partners and conduct regular reporting. Liaise with local Government authorities and operational partners on issues relating to the protection, border management and assistance of refugees and other persons of concern. Analyse protection risks and capacities of communities of concern near the border areas. Intervene in cases of refoulement and expulsion and other protection incidents. Facilitate effective information border management through the provision of disaggregated data on populations of concern and their problems. Coordinate information on border management issues from the field and produce regular reports and updates. Participate in initiatives to capacitate national authorities, relevant institutions and NGOs to strengthen national protection of refugees. Recommend durable solutions for the largest possible number of persons of concern through voluntary repatriation, local integration and where appropriate, resettlement. Promote International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct. Implement and oversee Standard Operating Procedures (SOPs) for all protection/solutions activities. </ol> <p>Authority (decisions made in executing responsibilities and to achieve results) <p>
- Intervene with authorities on protection issues.
- Negotiate locally on behalf of UNHCR.
- Decide priorities for reception, interviewing and counseling for groups or individuals.
- Enforce compliance of staff and implementing partners with global protection policies and standards of professional integrity in the delivery of protection services.
