Background
The The Office of the Prime Minister (OPM), in partnership with the United Nations Development Programme (UNDP) seeks the services of a Consultant to undertake a Final Evaluation for the strengthening Capacity for Disaster Preparedness, Response and Recovery at Regional and Community level project in Namibia as guided by the UNDP policies and procedures for monitoring and evaluation.Office of the Prime Minister (OPM), in partnership with the United Nations Development Programme (UNDP) seeks the services of a Consultant to undertake a Final Evaluation for the strengthening Capacity for Disaster Preparedness, Response and Recovery at Regional and Community level project in Namibia as guided by the UNDP policies and procedures for monitoring and evaluation.
A mix of tools is used to ensure effective Project Monitoring and Evaluation (M&E). These may be applied continuously throughout a lifetime of the project e.g. periodic monitoring of indicators through the annual and quarterly Standard Progress Reports (SPRs), Steering Committee meetings – or as specific and time-bound exercises such as Mid-Term Reviews (MTR), Audit Reports and Final Evaluations (FE). In accordance with these policies and procedures, OPM in partnership with UNDP is calling for individual consultants to conduct a final evaluation for the strengthened capacity for disaster preparedness, response and recovery at regional and community level project.

This evaluation is intended to identify project and programme design achievements and to recommend replicable successes; identify problems and to recommend corrective measures for avoidance in future initiatives. This evaluation will be conducted by an independent evaluator not associated with the implementation, design or formulation of the project or programme at any stage.
Duties and Responsibilities
  • To assess overall performance against the project objectives as set out in the project document and other related documents;
  • To assess the effectiveness and efficiency of the project;
  • To critically analyze the implementation and management arrangements of the project;
  • To list and document initial lessons concerning project design, implementation and management;
  • To assess project outcomes and review planned strategies for achieving the overall objectives of the project;
  • To assess project relevance to national priorities; and
  • To provide guidance for the future project activities or new initiatives and, if necessary, for the implementation and management arrangements.

Required Skills and Experience
Education:
  • Masters degree in a relevant area such as Natural Resources Management, Agriculture, Land Management, Disaster Risk Reduction/Management or related fields.
 Experience:
  • 10 years relevant work experience in the area of Disaster Risk Reduction/Management at the International, National or State level;
  • Experience in Sub-Saharan African countries, specific experience in Namibia will be an added advantage;
  • Project development and design experience, experience in developing projects;
  • Project evaluation experiences within United Nations system will be considered an asset;
  • Experience in and comfortable with working in different socio-cultural settings;
  • Recent experience with result-based management evaluation methodologies;
  • Experience applying SMART indicators and reconstructing or validating baseline scenarios.
Language:
  •  Fluent in written and spoken English.
