Assignment:
The Provisional Technical Secretariat (PTS) continues, together with the EU, a project to provide beneficiary States with sufficient knowledge and assistance for building and/or improving their National Data Centres (NDCs) capabilities, as well as a training program for NDC staff. Beneficiary states will have the capability to access and use International Monitoring System (IMS) data and International Data Centre (IDC) products more easily, effectively and efficiently. This will also help in improving the maintenance and operations of IMS stations within their territories. The project will involve selected countries in the Latin American and the Caribbean region as well as Eastern Europe.
The PTS will provide selected NDCs with hardware capacity and operating software to build a technical capacity to receive and analyze raw data and products from IDC.
Duties:
  • Assess the awareness and usage of IMS data and IDC products in Latin American and in the Caribbean States as well as in Eastern Europe in order to formulate priority activities for the implementation of the Capacity Building Project;
  • Identify the current needs and interests, and increase awareness of IMS data and IDC products, including their potential use for civil and scientific purposes;
  • Establish contact with other relevant institutions in each country that might benefit from utilizing IMS data and IDC products;
  • Based on the above analysis, organize and conduct a 3-days NDC Development Workshop to identify the current needs, interest and perception of the region;
  • Facilitate networking between the national authority/NDC and above relevant institutes as appropriate;
  • Organize and fully participate in a technical training course on NDC Capacity Building: access and analysis of IMS Waveform data and IDC products for NDC Technical staff;
  • After two weeks hands-on training courses, conduct a follow-up technical visit(s) to ensure that the local technical staff can routinely use IMS data and IDC products;
  • Customize operational, analysis and reporting procedures for the NDC;
  • Facilitate integrating IMS data and IDC products with local data sources and help develop common procedures for processing and analysis of the combined data (where possible);
  • Install, configure and train local staff on the operation and maintenance of Capacity Building System when appropriate;
  • Upon completion of the technical follow-up visit, in collaboration with the NDC, propose strategies to consolidate partnership and to sustain the achievement of the capacity building project in the beneficiary State;
  • Perform other duties as assigned within the expertise of the consultant.
Qualifications:
  • Advanced degree in Geophysics;
  • In-depth knowledge of, and experience in installing, configuring and using PTS software for IMS data and IDC products;
  • Experience in seismo-acoustic data analysis;
  • Experience in installing Linux computer systems (servers, workstations, UPS, tape-backup, LAN) - preferably with PTS Capacity Building Systems;
  • Management and organizational skills;
  • Excellent oral and written communication skills in English. Spanish and Russian will be an asset.

  • Very good skills in communicating with people from different backgrounds and demonstrated ability to work in a multicultural environment.
