BACKGROUND
Yemen is one of the world's major humanitarian crises, with more than half of the population affected and a third targeted for humanitarian aid. Thirteen million people do not have access to safe water and sanitation, 10.5 million are food-insecure, with 306,791 people displaced and 232,108 returnees.Over the last two years, humanitarian programming has increased nearly threefold in scale. Coordination efforts amongst cluster partners and the Humanitarian Country Team, as well as partners who are not regular participants of coordination mechanisms, have reinforced the focus and sustainability of humanitarian outcomes. This is enhanced by joint prioritization of geographic areas for intervention and joint planning to deliver programmes to those most in need.
THE SHELTER/CCCM/NFI CLUSTER IN YEMENThe vast majority of IDPs live with host families, rent rooms or have established spontaneous settlements, with less than 10% living in camp settings as large scale returns began occurring towards the end of 2012. The Shelter/CCCM/NFI Cluster still faces many challenges with regards to damaged housing and infrastructure, inadequate shelter, limited land access due to mines/UXO and a lack of household items. The risks of exposure and associated mortality/morbidity is a major issue resulting from the factors, and raises key protection related concerns of privacy and dignity of IDPs, returnees, conflict-affected families and host communities across Yemen.The CCCM component of the Cluster involves coordinating the management of the two IDP camps, in the Hajjah Governorate, hosting over 14,000 persons. Additionally, of the original 24,500 IDPs taking refuge in 76 schools in Aden during the conflict, 159 families continue to live in 14 collective centers, as of February 2013. The protracted displacement in northern Yemen calls for the exploration of longer-term solutions for residents still in displacement sites.
MAIN DUTIES AND RESPONSIBILITIES
The Shelter/CCCM/NFI Cluster Coordinator (hereinafter referred to as 'the Coordinator') will work under the direct supervision of the Deputy Representative (Protection) in Sana'a Branch Office and with regular travel to all IDP-related locations in SO Aden and other Field Offices in the north and south. In collaboration with other clusters, agencies as well as the government and in line with international principles, the Cluster Coordinator will undertake the following duties:
  • Ensure appropriate coordination with national authorities to the extent the political situation allows.
  • Identify and establish contact with all other relevant sector stakeholders including national and international non-government faith based organizations, donors and representatives of affected populations and ensure that meetings are managed in line with the Principles of Partnership.
  • Share information with CCCM & SSS department in Geneva and utilise these departments as a resource when required
  • Represent the Cluster at inter-cluster coordination forums and assist OCHA in establishing and maintaining appropriate inter-cluster coordination mechanisms.
  • As may be appropriate, lead early warning, contingency planning and emergency preparedness efforts for the Cluster and ensure adequate participation in inter-cluster preparedness activities.
  • In collaboration with the Cluster, undertake capacity mapping and gap identification as well as training needs and communicate them to the agreed stakeholders.
  • Organize joint field, monitoring missions, needs assessments and analysis to ensure that all identified gaps are covered. Mapping of all spontaneous IDP sites and explore options for remote management of communities that are inaccessible due to security or logistical issues.
  • Ensure that the response plan of the cluster is updated regularly according to evolving needs and that it establishes indicators by which performance of the cluster can be measured.
  • Prepare the cluster core documents as defined by the Global Shelter Cluster guidance: strategy, technical standards, and updated factsheet. These documents will be prepared with support and inputs from cluster partners.
  • Facilitate adequate reporting and information sharing, both within the cluster and with other clusters through inter-cluster coordination mechanisms as well as the 4W information (Who/What/When/Where).
  • Advocate for the utilization of rights, participatory and community-based approaches in the planning and implementation of projects.
  • Work closely with the Early Recovery Cluster and other governmental counterparts including the Sana'a Reconstruction Funds to ensure a transition of cluster's interventions including camp consolidation and closure.
  • Facilitate discussion and agreement on the use of common standards and tools among cluster partners and ensure to the extent possible that they are used for information collection and data management, including in needs assessments and monitoring
  • Ensure that updated and relevant cluster-specific information is included in general inter-cluster reporting including common web platforms, Situation Reports and other reporting mechanisms.
  • Represent the cluster and provide leadership and strategic direction in the assessment and prioritisation of project proposals and common funding criteria for inclusion in Consolidated Appeals, Flash Appeals, CERF requests and other inter-agency funding appeals.
  • Mentor and strengthen capacity of national staff on shelter, CCCM issues and coordination.
  • Ensure the site design supports protection and assistance of men, women, boys and girls
  • Coordinate registration of displaced populations in camps and/or camp-like settings, paying particular attention to gender, age and diversity dimensions; and update the population registry
  • Ensure integration of agreed priority cross-cutting issues in sectoral needs assessment, analysis, planning, monitoring and response (e.g. age, diversity, environment, gender, HIV/AIDS and human rights);contribute to the development of appropriate strategies to address these issues; ensure gender sensitive programming and promote gender equality ensure that the needs, contributions and capacities of women and girls as well as men and boys are addressed
QUALIFICATIONS AND PROFESSIONAL EXPERIENCE
  • Academic: Advanced University Degree in Architecture, Civil Engineering or related technical field
  • At least ten years relevant experience in different international organizations (e.g. UN agencies, INGOs, IOs, Donors, Red Cross Red Crescent Movement). Work experience in Yemen and the region would be an advantage.
  • Excellent leadership, coordination and information management skills.
  • Excellent knowledge of the Humanitarian reform process and the role of the UN System, the Red Cross Red Crescent Movement, and the NGO humanitarian community in the Shelter and CCCM Clusters.
  • Extensive knowledge of current humanitarian issues.
  • Good knowledge of shelter-related technical guidelines and standards, including Sphere.
  • Good knowledge of CCCM roles and responsibilities, methodologies, monitoring and advocacy.
  • Demonstrated empathy and experience in understanding the position and needs of national partners, as well as building their capacity.
  • Capacity to travel to field locations throughout Yemen and liaise with local authorities.
  • Good skills in using Microsoft Office software and other commonly used software.

Fluency in English is essential. Arabic is an asset.
DESIRABLE
  • Training on Cluster Coordination (Shelter Cluster Coordination training or Coordination and Leadership training).
  • CCCM Training Applied knowledge in UNHCR programme management, project formulation, its programme cycles and reporting standards.
  • Previous exposure to cluster approach, preferably both at the global policy level and with a field implementation approach.
  • Expertise in planning, formulation, implementation, monitoring and reporting on humanitarian operations.
  • Proficiency in the languages spoken in the region.
