Organizational Setting and Reporting
The United Nations Human Settlements Programme, UN-HABITAT, is the focal point for human settlements in the United Nations. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.
The Urban Partnerships for Poverty Reduction project (UPPR) is the largest urban poverty reduction initiative in Bangladesh, and one of the largest in the world. Its goal is To reduce urban poverty in Bangladesh and its purpose is To improve the livelihoods and living conditions of three million urban poor and extremely poor people, especially women and girls. This post is located in Dhaka, Bangladesh, and is assigned to the UPPR project.
Responsibilities
Reporting to the International Project Manager, the incumbent will perform the following:
1. Manage the Community Governance Component Output
1: Provide support in strengthening and expanding the capacity of the Community Development Committees (CDCs) in community mobilization, data collection, community governance, community action planning (CAP); Complete the strategy for the formation of federations of the clusters and CDCs; Ensure the data validity of the CDC development assessments, supporting effective data entry, undertaking an analysis, and preparation of reports.
2. Supervise work of Community Banking and Settlement Improvement Advisors: Review progress made, problems encountered and concerns identified n the sectors of work: Build capacity by supporting national project managers to assume increased responsibilities for project management and delivery, including organising specific training workshops for senior staff on selected topics; Support the development of databases and contribute to the compilation, analysis and presentation of data as required.
3. Perform other related duties as may be assigned.

Leadership: Leadership: Organizing staff and delegate responsibility; provide oversight and takes responsibility for delegated assignments; Serves as a role model that other people want to follow; Empowers others to translate vision into results; Is proactive in providing leadership and takes responsibility for incorporating gender perspectives into substantive work and commitment to the goal of achieving gender balance in staffing.
Education
Advanced university degree (Master's degree or equivalent) in social sciences or related area. A first university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advanced degree.
Work Experience
A minimum of 10 years of progressively responsible experience in direct implementation of community governance concepts or related area. Specific knowledge in developing community governance systems and procedures is desirable. Experience in implementing UN-Habitat's People's Process is required. Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of another UN language is desirable.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
Special Notice

This is a project post and is funded for an initial period of one year and may be subject to extension.
