Job: Senior Business Development Officer, Program Development PATH -

PATH seeks a Senior Business Development Officer to support PATH's program development efforts with multiple donors, including the United States government (USAID, CDC, NIH, etc.), other governments, foundations and the private sector. This position will focus on developing new business intelligence, new business response strategy and proposal implementation, requiring both strategic and tactical levels of support. This position is pivotal in the development of sound, responsive and compelling bids. Partnering with program leaders and others across the organization, the successful candidate will be in the center of the work, able to affect the direction of key bids. S/he will work both internally across the organization as well as externally with donors and partners. Opportunities to lead both large and small teams will be abundant. Duties may require domestic and international travel approximating 25 percent time and a flexible work schedule to permit for either early morning or late evening teleconference calls or assignments. 


Responsibilities include:

  • Providing a full continuum of program development support services (from strategic counseling to proposal management) to assigned programs.
  • Building close program development relationships with assigned programs, ensuring delivery of the full life cycle of business development services. 
  • Developing longer-range business plans with assigned programs.
  • Representing the program and PATH in program development efforts, including institutional partnering.
  • Providing short and long term assistance in business intelligence/capture planning; developing and presenting capture plans.
  • Serving as project administrator and communication liaison with consortium partners and internally at PATH.
  • Analyzing debriefings and previous project work.
  • Providing analysis and recommendations for bid decisions.
  • Acquiring approval of needed resources and assurance of availability (proposal team, budget, personnel, facilities, etc.).
  • Engaging with upper management to resolve difficult program issues (e.g., relocation of staff, hiring).
  • Maintaining proposal quality and ensuring total proposal compliance.
  • Cultivating new business discussions with donors so that PATH is better able to predict and inform resources across programs. 
  • Identifying business development training needs across programs and devising plans to meet those needs.
  • Supervise/mentor less experienced staff.

  • Demonstrated leadership and management skills across the business development continuum from trend analysis, strategy development through proposal development, production, compliance and delivery.

  • Excellent interpersonal, problem solving and communication skills including good public speaking and presentation skills. Able to sustain interpersonal and professional relationships with internal colleagues and external partners and donors.
  • Ability to problem-solve difficult issues. Strong negotiating and conflict resolution skills
  • Ability to multitask with ease, adapting to frequently changing priorities.
  • Ability to travel domestically and internationally.
  • Demonstrated skills training and strengthening business development capacity.
  • Demonstrated skill in managing communications with partners and donors.
  • Excellent written and oral communication skills, including the ability to effectively present complex ideas to diverse audiences.
  • Advanced computer skills required including Microsoft Office, Visio, SharePoint and SalesForce.


Required Experience:

Candidate must possess a bachelor's degree and at least seven-year’s program development experience, including proposal management. The candidate must have demonstrated expertise developing proposals for US Government grants and contracts (USAID, CDC, NIH, etc.) as well as for European donors; private foundations and corporations. Demonstrated skills and experience organizing teams to produce high-quality proposals on tight deadlines is a must along with experience working internationally, especially in Africa and Asia, and in diverse cultural environments. The ideal candidate must have also demonstrated knowledge of proposal rules, regulations and processes, demonstrated history of success in winning awards and demonstrated experience working in a team environment with program and technical staff, as well as external partners. The ideal candidate will also have experience working in global health.
