INTRODUCTION:
Over three years on from the earthquake, with vastly reduced funding available for services in camps and with the need to return to normality, the operational focus for the Haitian Government and for IOM is increasingly turning to helping the remaining 320,000 Internally Displaced Persons (IDP) return to their neighborhoods of origin. In this context maintaining the provision of the Displacement Tracking Matrix (DTM) updates as well as the registration of IDP populations living in camps, prior to relocation operations, remain key in ensuring the effective relocation of IDPs, leading towards ending the Displacement cycle.
The IOM Haiti Data Management Unit (DMU) was established based on developed activities within the Camp Coordination and Camp Management (CCCM) Haiti Programme for IDP Registrations and DTM in 2010. By the end of 2010 both Projects were merged in to one Unit and implementation continued during 2011. In order to operate successfully the DMU established database development and data processing centers and an operational Geographic Information Systems (GIS) Unit for spatial data collection and analysis.
Context:
Under the overall supervision of the Chief of Mission (CoM), and under the direct supervision of the Programme Manager CCCM, the successful candidate will be responsible for overseeing all aspects and functions of the Data Management Unit, including the implementation of the various projects which may develop within its unit activities.
Core Functions / Responsibilities:
1. Plan, develop and supervise the implementation of all activities of the unit in selected areas ensuring quality output, allocation of resources to achieve the identified outputs, selection of personnel and partners and overall management functions.
2. Locate and analyze specific Displacement Tracking, IDP Registration and IDP Returnees related data, and prepare reports and analyses relevant to proposed programmes. Identify and develop specific programme components including selection of operational plans and approaches, identification of programme partners, and monitoring and evaluation mechanisms.
3. Provide technical guidance to governmental counterparts (namely 'Unite de Construction de Logements et des Batiments Publics' (UCLBP), Mayor's Office and Direction de la Protection Civile (DPC)).
4. Participate in the development and maintenance of databases and other information management/reporting systems and contribute to the maintenance of a database for camps under threat of eviction, in order to guide the CCCM Programme and other stakeholders in advocating for the prevention of illegal evictions and helping prioritize the selections of camps for expedited return of IDPs toward neighborhoods of return.
5. Prepare or ensure timely preparation and submissions of all regular unit reports according to IOM and donor formats as required.
6. Ensure coordination at cluster level as well as with other stakeholders and contribute towards the preparation of quality CCCM programme project proposals that guarantee consistency with relevant priorities and programmes of the mission, and with available resources.
7.Perform such other duties as may be assigned.

Required Qualifications and Experience
a) completed advanced university degree from an accredited academic institution preferably in Geography, Social studies, Computer Sciences, Statistics or related field;
b)five years of professional experience (or seven years for candidates with first level university degree) in the field and at a national and international level in data management issues;
c) substantial work experience in the field of Camp Coordination and Camp Management response, Data Management / Information management, preferably in natural disaster, post-conflict and other displacement situations; d) has good understanding and respect of
IOM's data protection guidelines; e) good knowledge of MS Office, data management tools, database and GIS software; f) working experience in Haiti or, more broadly, in the Caribbean an advantage.
Languages
Fluency in French and English is required. Knowledge of Haitian Creole an advantage.
