Background / General description
The International Finance Corporation has established the IFC Advisory Services Office in Latin America and the Caribbean as an advisory services program in selected Latin American and Caribbean (LAC) countries. The core objective is to promote private sector development and hence contribute to poverty reduction in LAC. To achieve this objective most effectively, the IFC Advisory Services in LAC has identified four areas or pillars on which to center its technical assistance: (i) Improving the Investment Climate (IC), (ii) Sustainable Business Advisory (SBA), (iii) Broadening Access to Finance (A2F), and (iv) Public Private Partnerships (PPP).
The IC LAC Program is implementing the Strengthening the Investment Climate in LAC program, a multi-country, multi-donor program on Business Taxation, Business Regulation and Indicator Based Reform Advisory to improve the investment climate in LAC. The key beneficiary and driver of the proposed program is the region’s private sector, which is at the core of all IFC interventions. Program interventions will take place both at the regional level as well as at the national level.
The Investment Climate (IC) in LAC is now seeking to recruit an Operations Analyst (OA) to support the IC team on the financial monitoring and procurement aspects of the multi-donor program implementation. This position will have a primary reporting line to the IC LAC Operations Officer and secondary reporting line to the Finance Officer for the LAC region.
Duties and Accountabilities
Program & Projects Budget and Funding Monitoring and Control
- Periodic review, analyses, and reporting on Program/Projects actual expenses vs. budget.
- Prepare ad-hoc Management financial and operational reports.
- Monitor Program & Projects’ use of funding, analyzes budget vs. actual variances.
- In coordination with the Finance Officer and the IC Operations Officer, to ensure proper and timely allocation and secure of funding resources.
- In coordination with the Finance Officer and the IC Operations Officer, to ensure Program & Projects actual expenditures are consistent with internal and Program guidelines and pursue corrections steps to align discrepancies.
- Maintain Program & Projects documentation according to WBG/IFC policies and procedures.
- Ensure the client contributions are tracked, billed, and collected according to the agreements.
- Monitor and ensure timely processing of travel related expenses (e.g. advances and reimbursements).
Monitoring & Quality Assurance
- Assist in the development of procurement plans, implementation schedules, and contract supervision plans.
- Conduct initial routine review, compile, administer, and maintain all procurement documentation (e.g. selection and Consultant contracts) to ensure quality and compliance with WBG/IFC policies.
- In coordination with the LAC Procurement Officer, to assist IC operational staff throughout the procurement process including liaising with vendors and GSDPR to facilitate vendor registration process (as needed) and Consultants, Temporaries, and/or Firms to ensure timely issuance of contracts and whole process is in compliance with WBG/IFC policies.
- Assist with the development and implementation of any plan to correct identified non-compliance issues.
- Raise awareness on contract management issues by circulating key information to project task teams on common procedural and/or administrative issues and lessons learned.
Selection Criteria
- Bachelors degree in Finance, Accounting, Business Administration or related field with at least 3 years of financial management experience in a corporate setting.
- Knowledge of Donor Funded operations, WBG policies and IFC systems would be an added advantage.
- Sound knowledge and understanding of financial reporting, budgeting and cost allocation.
- Advanced skills in Excel and PowerPoint.
- Ability to communicate ideas clearly and confidentially, articulate issues and recommend solutions both in English and Spanish.
- Demonstrated capacity to work effectively in a multidisciplinary team environment.
- Ability and willingness to perform task management with limited supervision.
- Ability to deal flexibly with multiple, changing demands.
- Strong conceptual and analytical skills.
- Superb accuracy and attention to detail.
- Understanding and consistent ability to apply public or private sector procurement policies and procedures.
