Organizational Setting and Reporting
This post is located in the Office of the Chief of the Programme Support Branch (PSB) (based in Geneva-Switzerland).The Humanitarian Affairs Officer (HAO) will report to the OCHA Chief of Branch.
Responsibilities
- The Humanitarian Affairs Officer is responsible for monitoring and analysing humanitarian development issues of relevance to the branch, disseminating them to concerned sections and recommending follow up as appropriate.
- The HAO will ensure the smooth, regular flow of information between the PSB Office of the Chief and other units in OCHA, especially the Offices of the USG, ASG, Directors and Chiefs in NY and Geneva and with PSB sections.
- The HAO will request, collate and consolidate PSB inputs to requests for reports and briefing notes for the USG and the SG.
- Will analyse requests for information / action submitted to PSB and ensure appropriate follow up, draft responses and provide editorial and substantive input as necessary.
- The HAO will support the Chief in developing the PSB strategy, follow the work of PSB sections to ensure strategic direction and established priorities are translated into work plans, appropriate staffing and support to the field. Other duties include:
1. Serve as focal point on PSB work and cost planning exercises and other specific topics or policy-related issues of relevance to PSB as required.
2. Organise PSB internal management meetings, prepare agendas and summaries and ensure information about decisions taken is disseminated to staff and acted upon in a timely and appropriate manner.
3. Follow closely the work of the IASC WG and support the Chief in his role as OCHA Representative.
4. Perform any other duties as assigned by the Chief, PSB.

Education
Advanced university degree (Master's degree or equivalent) in political or social science, international studies, law or any other relevant field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible professional experience in humanitarian affairs at the international level, two of which should be within the UN system. Field experience in a natural disaster and / or complex emergency is desirable.
Languages
Fluency in English (both oral and written) is required; knowledge of another official UN language is an advantage.
Assessment Method
A competency based interview and/or other forms of assessment may be used to evaluate applicants.
Special Notice
Priority consideration for vacancies at the P3 level will be given to internal candidates and candidates who have passed a competitive examination. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
