Purpose of the Position Under the general guidance of the Senior Programme Manager (Polio Eradication), and in close coordination with the Chiefs of C4D, Health, WASH and Advocacy & Communication Sections, the incumbent is responsible for the design, management, execution, monitoring and evaluation of the behaviour change and social mobilization strategies in support of India's Polio Eradication programme. The incumbent also leads the strategic development and analysis of research and data to drive the programme. The incumbent needs to guide the polio programme in its growing support of routine immunization, convergence programming and assist the transition of the Social Mobilization Network. Key Expected Results - In collaboration with UNICEF and government programme officers, design and manage/facilitate the implementation of communication plans of action for Polio Eradication, Routine Immunization convergence program around polio program in general, aiming at: (a) behavior development/change at individual/household levels; (b) social mobilization of civil society organizations, institutions including informal networks; and (c) increased community participation. - Lead the evidence based programming and data management to guide Polio the communication strategy. Plan and manage research needs; monitor and evaluate programme progress on the basis of applied communication research and undertake frequent visits to project sites to monitor implementation. Disseminate communication research findings; ensure exchange of experience and new methods to government officials, programme staff and other UNICEF partners. - Provide technical oversight and guidance of the capacity development of the Social Mobilization Network on behavioral communication, social marketing and other techniques that aim at changing mindsets, individual behavior and collective action, in line with the established communication strategy. Support programme sustainability by developing training materials and activities to build capacity in participatory & behavior communication among government counterparts, at all levels, UNICEF as well as other partners and NGOs involved in the UNICEF-assisted polio programme. - Assist Section Chief in resource mobilization and donor partnership development/maintenance, as well as advocacy efforts to promote the polio programme. Participate in health sector and inter-sectoral meetings and provide technical guidance on behaviour development and social mobilization. Contribute to donor reports and project proposals as needed. Continue the thorough documentation of India polio eradication programme best practice. Provide technical support to any Polio transition/ legacy process. - Provide on-site technical guidance to State POs and government counterparts in the development and appropriate use of communication for social development aimed at both individual behaviour change and collective action to accelerate project implementation that targets strengthening routine immunization and maintaining high immunity to polio. Provide technical inputs in designing IEC materials and the use of culturally-sensitive indigenous communication channels. - Develop further the national-level partnerships with private sector companies and other organized groups in the community to orient them on the polio programme goals and to solicit their involvement in mobilising for polio eradication and Routine Immunization. Provide back-up assistance to state Project Officers in the programme communication and community participation components of their polio eradication interventions at state and district levels. - Provide technical support and assistance to remaining polio-endemic countries, particularly in the Region. Qualifications of Successful Candidate - Advanced university degree in the public health/ social/behavioral sciences (Sociology, Anthropology), MD/MPH or International Development, with emphasis on participatory communication, communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions.* - Eight years relevant work experience in the planning and management of public health/ social development programmes, in developing and polio endemic countries. Practical experience in social mobilization and communication planning processes, especially Health and particularly Polio Eradication, is important. - Fluency in English is required and knowledge of another UN language. Knowledge of the local working language of the duty station an asset. *A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
