SUMMARY OF DUTIES:
The United Nations Assistance to the Khmer Rouge Trials (UNAKRT) provides technical assistance to the Extraordinary Chambers in the Courts of Cambodia (ECCC). The ECCC is a domestic court supported with international staff, established in accordance with Cambodian law. Under the terms of Agreement between the United Nations and the Royal Government of Cambodia, the Extraordinary Chambers will bring to trial senior leaders of Democratic Kampuchea and those who were most responsible for the crimes and serious violations of Cambodian penal law, international humanitarian law and custom, and international conventions recognized by Cambodia, that were committed during the period from 17 April 1975 to 6 January 1979.
RESPONSIBILITIES: Within delegated authority, and under the direct supervision of the Chief, Budget and Finance Section, the Finance and Budget Officer will be responsible for the following duties:
BUDGET PREPARATION:
  • Reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements;
  • Provides support to managers with respect to the elaboration of resource requirements for budget submissions;
  • Coordinate, analyze and revise proposals/inputs submitted by the substantive and administrative support areas for preparation and formulation of cost estimates for submission to UN DESA at UNHQ;
  • Provides substantive support to UN DESA and the Steering Committee in their budget review.
BUDGET ADMINISTRATION:
  • Prepares requests for allotments, including redeployment of funds when necessary, ensuring appropriate expenditures;
  • Ensure effective and efficient management, monitoring, and control of the budgetary allotments and effecting redeployment of funds as and when required in accordance with UN Financial Rules and Regulations;
  • Monitors expenditures to ensure that they remain within authorized levels;
  • Reviews all requisitions for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds;
  • Administers and monitors extra budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures;
  • Prepares relevant documentation with respect to budget performance submissions;
  • Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures;
  • Provides substantive support to intergovernmental and legislative bodies.
GENERAL:
  • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or project budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures;
  • Liaise with Section Chiefs to ensure effective and efficient management of resources in accordance with the approved budget plan;
  • Performs other related duties, as assigned
FINANCE TASKS:
  • Scrutinizes source documents for completeness, accuracy and validity of charges;
  • Investigates erroneous charges and takes appropriate corrective accounting actions;
  • Liaise with relevant ESCAP personnel on finance and budget matters;
  • Reconciles and reviews accounts and ensures proper clearance procedures are followed.

QUALIFICATIONS AND EXPERIENCE:
  • EDUCATION: Advanced university degree (Master's degree or equivalent) in business administration, finance, or related. A first-level university degree in combination with additional 1 year of work experience may be accepted in lieu of the advanced university degree.
  • WORK EXPERIENCE: At least five (5) years of progressively responsible experience in finance, budget, business administration or related area.
  • LANGUAGE: The working languages of the ECCC are English, French and Khmer. For this post, fluency in spoken and written English is required. Knowledge of French and/or Khmer is an asset.
  • OTHERS: Knowledge of IMIS and Excel is an asset. Familiarity with UN Financial Regulations and Rules is desirable.
