Background
At its 47th session, the CEDAW Committee decided to develop a general recommendation on women in conflict prevention, conflict and post-conflict situations. After a process of regional and global consultations, General Recommendation No. 30 was formally adopted on 18 October 2013. The General Recommendation covers the application of CEDAW to emerging and priority situations affecting women. It provides authoritative guidance to States parties on protecting women’s human rights at all times, advancing substantive gender equality before, during and after conflict and ensuring that women’s diverse experiences are fully integrated into all peacebuilding, peacemaking and reconstruction processes. It also makes reference to related Security Council resolutions on women, peace and security (1325, 1820, 1888, 1889, 1960, 2106) [1] and highlights the obligation of States parties to provide information to the CEDAW Committee on implementation of the resolutions.
 UN Women seeks to produce a user-friendly guidebook on General Recommendation No. 30 and the Security Council’s women, peace and security resolutions with the aim of increasing knowledge of both normative frameworks, how they can be used to strengthen and reinforce each other, and the tools for accountability inherent in these frameworks. The guidebook should provide an overview of the General Recommendation and relevant Security Council resolutions including how they can be used together by different actors. The guidebook should also examine the General Recommendation and relevant women, peace and security resolutions in the broader context of the United Nations system including their intersection with other processes.
Note that the General Recommendation does not reference the most recent resolution – SCR2122(2013) which was in fact adopted by the Security Council on the same day as the General Recommendation No. 30 was adopted by the CEDAW Committee Duties and Responsibilities
  • Analyze CEDAW General Recommendation No. 30 and Security Council resolutions on women, peace, and how they can be used to strengthen and reinforce each other including implementation and reporting requirements;
  • Prepare outline of user-friendly Guidebook on CEDAW General Recommendation 30 and the Security Council resolutions on women, peace and security;
  • Prepare draft user-friendly Guidebook on CEDAW General Recommendation 30 and the Security Council resolutions on women, peace and security;
  • Incorporate comments received into and finalize draft Guidebook.
Competencies
  • Strong knowledge of the UN human rights system;
  • Strong knowledge of the UN’s women, peace and security mandate and related inter-governmental processes;
  • Excellent analytical and writing skills;
  • A past publications record is highly desirable.
Required Skills and Experience
Education:

  • A master’s degree in gender studies, law, development, political science, international relations or a related field.
Experience:
  • A minimum of 5 years of experience related to gender within the field of law, development, political science or international relations.
Language:
  • Fluent in English.
