Background
UNDP Bangladesh is supporting the government's MDG-related efforts through its project titled ‘Support to Sustainable and Inclusive Planning (SSIP) Project' implemented by the General Economics Division (GED), Planning Commission. The objective of this project is to strengthen policy and technical capacity, particularly in the General Economics Division (within the MoP), but also within other relevant central government agencies - the Ministry of Finance, Bangladesh Bank and the Bangladesh Bureau of Statistics. This is first, to design and implement pro-poor economic policies; secondly, to strengthen capacity for sustainable and inclusive planning; and thirdly, to monitor the MDGs and develop the post 2015 framework The intervention builds on and enhances the Poverty Reduction and MDG Monitoring and the Poverty, Environment and Climate Mainstreaming (PECM) projects. It has three main components:
(1) Economic policy support;
(2) Inclusive and environmentally sustainable planning and
(3) MDG M&E and post 2015 agenda framework.
Through these efforts, the project seeks to secure more pro-poor, inclusive and environmentally sustainable development.
This monitoring and evaluation expert will provide technical assistance to the national counterparts to convert existing MDG data repository into the web-based system and align the development plans monitoring with the MDG achievement progress. This is the lead project post for the MMU's work. The expert will ensure full operationalization of the on-going MDG monitoring and evaluation system. The M&E Specialist will also ensure that knowledge is properly transferred to Government Officials throughout the project.
Duties and Responsibilities
Under the direct supervision of the Project Manager the incumbent shall carry out the duties given below to achieve the mission:
  • Strengthen M&E data collection, analysis and reporting with emphasis on impact and aid effectiveness measures;
  • Ensure all M&E data collection, analysis and reporting is disaggregated by gender, socioeconomic groups, ethnicity, rank (if police related) and includes other key cross-cutting information in relation to the project; and
  • Contribute to the development of the project Annual Work Plan particularly in areas of performance measurement for deliverables
  • Develop the M&E strategy with short-term and long-term goals and objectives by clarifying the expected impacts, results and objectives, and by using the performance indicators as well as assessing the risks on a periodical basis
  • Compile all feedback systematically from the monitoring and evaluation and conduct analysis to present to project management the overview of the current status and action plans to address deviations and or corrective measures for improving the project / MDG monitoring performance
  • Set performance targets (e.g.: key performance indicators) of project activities and assist the activity lead persons and government officials to systematically assess progress towards achieving them.
  • Review existing poverty monitoring and evaluation system within the central and local government agencies
  • Review the MDG Implementation and Result Indicators (IRI) and revise accordingly
  • Prepare guidelines for transferring the MDG data system into the web-based mode
  • Prepare a proposal for MDG and policy/budget documents aligning, including specific recommendations on integration of MDGs into the annual budget process
  • Build capacity of policy-makers to utilize monitoring data in policy decisions
  • Develop institutional design and regulatory guidelines for the national level system operationalization
  • Introduce participatory tools in the overall MDG monitoring system and ensure a link between national and local levels
  • Support the introduction of innovative mass media tools to advocate MDGs at national and local levels
  • Design and conduct a series of MDG related events at the national and local levels
  • Conduct other duties as required by the Project Manager or other project management staff
Impact of Results:
The capacity for MDG monitoring and evaluation within the Government of Bangladesh is enhanced, and policy-makers at all levels of government have access to data that is integrated with existing statistical capabilities.

Required Skills and Experience
Education:
  • Master's degree in development, social sciences, economics or a related discipline
Experience:
  • A minimum of 5 years work experience, at least 3 years of experience in monitoring and evaluation and/or applied research in the government sector or development
  • Experience in linking planning to budgeting and monitoring performance of planned outcomes;
  • Demonstrated ability to work effectively in a cross-cultural setting;
  • Proven high-level engagement and facilitation skills;
  • High-level computing skills in word processing, spreadsheets, power point, and preferably web pages;
  • Knowledge of GoB national planning programmes and MDG related interventions;
Language Requirements:
  • Excellent communication skills, both verbal and written, in English and Bangla
