Role Summary:
Plays a critical role in implementing the Global Fund (GF) Strategy for 2012-2016 and plays a leadership role in Strategic Actions 1.3 – maximize the impact of Global Fund investments on strengthening health systems; Strategic Actions 1.4 - maximize the impact of GF investments on improving the health of mothers and children
The Coordinator/ Senior Manager is the high level focal point for RMNCH/ HSS within the Secretariat and leads and manages technical partnerships with key UN and or partners
Working with the Senior Advisor: Health System Strengthening (HSS), and in collaboration with experts of diseases (HIV, Malaria and Tuberculosis), human rights, gender and community system strengthening, s/he provides technical assistance and advice to relevant departments/divisions in the Secretariat to strengthen the synergy between disease specific approaches and RMNCH/HSS for accelerating the achievement of MDGs 4, 5 and 6.
In particular, since the GF is conducting the 10 year evaluation and various thematic reviews and implementing the New Funding Model (NFM) to invest more effectively and efficiently, s/he supports RMNCH related review, evaluation, assessment, and planning.
As the Senior Coordinator, s/he provides high level representation for the Global Fund in RMNCH related forum and meetings, to promote partnerships for better collaboration and coordination.
Responsibilities:
  • Is the Lead functional expert advising leadership on strategic decisions - takes the lead in planning, implementing, monitoring and evaluating the Strategic Actions 1.3 and 1.4 with clear objectives and work plan.
  • Serves as the primary point for leadership and strategic guidance on RMNCH and HSS collaborating across the Secretariat and with external partners – their advice has a significant impact on policy making.
  • Is widely recognized and respected as an expert and thought leader by the external community on HSS and MNCH
  • Provide technical assistance and advice on RMNCH in terms of assessment, review, planning, programming/re-programming, and M&E of the GF grants, implementing the NFM, external relations, communications and other key activities across the divisions/ departments in the Secretariat
  • Especially, support RMNCH part of the 10 year evaluation, thematic Review on MDG 4/5, the Concept Note/Information Notes/Modular tools development, marginal costing of RMNCH and other health economics analyses,
  • Collaborate with Senior Advisor: Health System Strengthening (HSS) to strengthen synergies between disease approach and RMNCH/HSS, especially in implementing the new funding model.
  • Take the lead in RMNCH-related coordination across divisions/ department and with partners, when needed
  • Represent the GF in RMNCH/HSS related forums or meetings and on external bodies.
  • External relationships: Technical agencies, other global health donors at global level, country and regional stakeholders
  • Internal relationships: SIID Head, Departments heads, Managers, Technical Advisors, Grant Management department members
  • Utilizes in-depth professional knowledge and experience to set goals which align with functional strategy; accountable for business results and for achievement of team/departmental goals achieved through people.
  • Has accountability for a budget and the financial results of own area.
  • Responsible for output of department.

Qualifications:
Essential:
  • A minimum of a master's degree in public health, epidemiology or health related areas.
  • Technical expertise in RMNCH and HSS as relevant to the Global Fund strategy for 2012-2016.
Desirable:
  • Technical expertise in HIV, Malaria and Tuberculosis control.
Experience:
Essential:
  • Over 10-year demonstrated experience in assessing, designing, implementing, and/or evaluating RMNCH policy/strategies/programmes for developing countries.
  • Previous proven experience in managing and motivating teams.
Desirable:
  • Over 3-year demonstrated experience in assessing, designing, implementing, and/or evaluating HSS policy/strategies/programmes for developing countries.
  • Working in UN or multilateral agencies in developing countries.
Competencies:
Languages:
An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish. Knowledge of other languages would be an asset.
