Job: Budget and Contracts Analyst, CGIAR

Job Summary:
The International Food Policy Research Institute (IFPRI) seeks a Budgets & Contracts Analyst for the HarvestPlus program. HarvestPlus leads a global effort to improve nutrition and public health by developing and disseminating staple food crops that are rich in vitamins and minerals. We work with public and private sector partners in more than 40 countries. HarvestPlus is part of the CGIAR Research Program on Agriculture for Nutrition and Health (A4NH). CGIAR is a global agriculture research partnership for a food secure future. Its science is carried out by its 15 research centers in collaboration with hundreds of partner organizations. The HarvestPlus program is coordinated by two of these centers, the International Center for Tropical Agriculture (CIAT) and the International Food Policy Research Institute (IFPRI). The successful candidate will be well-rounded and able to perform a range of budgets and contract duties as noted below. This exempt position is a one year, fixed term, renewable appointment and is located at IFPRI's headquarters in Washington, DC.
Essential Duties:
  • Manage institutional and consultancy contracts processing.
  • Monitor and prepare status reports on institutional and consultancy contracts, and follow up on contract deliverables.
  • Manage payments for institutional and consultancy contracts, ensuring deliverables are submitted and financial reports are in order prior to effecting payments.
  • Process field expenditure reimbursements and purchases of equipment related to institutional and consultancy contracts.
  • Maintain HarvestPlus databases on institutional contracts, consultancy contracts, IRB approvals, and equipment purchases.
  • Maintain electronic and/or hard copies of contracts, technical reports, financial reports, and other contract related documents.
  • Review and approve collaborator contract work plan budgets prior to contract issuance.
  • Monitor expenditures/project status reports of select program unit(s) ensuring expenditures are appropriately charged and reclassifying charges when necessary.
  • Review and approve financial reports submitted by collaborators.
  • Prepare annual budgets of select program units.
  • Maintain HarvestPlus accounts in the IFPRI accounting system.

Required Qualifications:
  • College degree in Business Management/Administration or related field, plus a minimum of 3-5 years of related work experience.
  • Excellent oral and written English language skills.
  • Solid composition, grammar, and proofreading skills with the ability to compose routine correspondence.
  • Demonstrated experience handling confidential matters.
  • Familiarity with monitoring project budgets and contracts.
  • Demonstrated proficiency with computers and related software: Microsoft Word, Outlook, Excel, Access, PowerPoint, and SharePoint.
  • Demonstrated experience administering databases
  • Demonstrated ability to handle multiple tasks and prioritize work responsibly with minimal supervision.
  • Demonstrated ability to pay attention to detail and follow-through to closure.
  • Demonstrated ability to work productively within a multi-cultural team environment.
Preferred Qualifications
  • Fluency in foreign language – other than English – desirable.
