DUTIES AND RESPONSIBILITIES
Under the supervision of the Head of Reporting and Information Unit in the Central Emergency Response Fund (CERF) Secretariat of the Office for the Coordination of Humanitarian Affairs (OCHA), the incumbent will perform the following duties:
• Takes the lead in strategy, planning, development and implementation of large, complex communications campaigns (e.g. global promotion initiatives, public information programmes for a region, broad-reaching subject specific issues, etc.); where appropriate, works with departments, funds and agencies to develop ways to implement campaigns system-wide and to incorporate the campaign message and themes into all relevant events and products.
• Provides advice and expertise to managers, senior officers and other public information staff on a range of CERF-related public affairs issues, methods, and approaches; anticipates and resolves communications/public relations issues/problems.
• Develops strategic partnerships with counterparts in humanitarian agencies and other key constituencies to elicit support for and maximize impact of CERF's advocacy objectives;
• Prepares or oversees preparation of a diverse range of information communications products in support of major campaign initiatives.
• Drafts complex material for UN newsletters, periodicals, reports and books and edits drafts prepared by junior officers. Draft and edit the quarterly CERF newsletter, provide updates for CERF website and other periodicals;
• Drafts and manage the production of the CERF's Annual Report;
• Evaluates results and impact of communications activities; reports on developments, trends and attitudes regarding the UN.
• Manages publications programme; produces materials for social/print/electronic/raido/visual media.
• Develop campaigns and strategies for humanitarian advocacy related to specific disaster and emergency situations and the CERF’s response to them. Campaigns should include written materials and visual products.
• Works with public information and advocacy counterparts in United Nations humanitarian agencies to publicize the impact of CERF-funded projects.
• Gathers and processes written inputs and video footage into CERF success stories and other advocacy materials.
• Prepare information for CERF donors and potential donors, including country-specific documents and funding impact summaries;
• Provides strategic guidance and inputs for Member State briefings on CERF.
• Develop and update presentations for OCHA Senior Management regarding communications, fundraising, the CERF Advisory Group and responses to complex emergencies and natural disasters;
• Serve as focal point for public information on all internal and external CERF evaluations;
• Liaise, consult, and exchange information with the other Secretariat departments, to ensure the necessary synergy between the work of CERF and these departments; with United Nations agencies, NGOs, other operational agencies, donor governments and Member States.
• Responds to queries from individuals and organizations concerning the work of CERF and the United Nations.
• Works with OCHA’s Communications and Public Information sections to provide CERF inputs in support of broader OCHA advocacy objectives.
• Supervises the work of junior staff in executing Public Information and Advocacy camapigns and producing related materials;
• Act as deputy of the Reporting and Information Unit.

QUALIFICATIONS
Experience: A minimum of seven years of progressively responsible experience in public information, journalism, international relations, public administration or related area. Experience in the United Nations and field experience are desirable. Professional experience in humanitarian affairs, emergency preparedness or crisis/emergency and humanitarian financing is desirable. Experience in public information is highly desirable. Qualifying years of experience are calculated following receipt of a high school diploma recognized by the United Nations.
Education: Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration, development, law, social science or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Languages: English and French are the working languages of the United Nations Secretariat. For the post advertised, excellent written and spoken English is required. Knowledge of French and / or Spanish is desirable.
Other Skills: Qualifications and/or certification in the following applications are desirable: MS Access, MS Excel, MS SharePoint, ArcGIS, or similar applications
