Background
Violence in urban settings has become a common characteristic of living in cities, affecting the quality of life of all its inhabitants. Nonetheless, women and men perceive and experience urban violence in different ways. Public forms of gender-based violence that overwhelmingly affect women and girls are not always clearly defined, neither much less reported nor adequately sanctioned as only few laws are in place to address them.1 Beyond violent and delinquent acts based on gender, various forms of discrimination and abuse against women are manifested in modern city life in more subtle ways, including exclusion from political and socio-economic participation and access to services.
The overall goal of the Safe City Model in Egypt “Safe Cities for Women, Safe Cities for All” is to ultimately offer for wide application a model for preventing and reducing violence, particularly Sexual Violence, against women and girls in public spaces in cities, enabling them (women and girls) to move more freely and safely, and to increase their ability to exercise their right to enjoy such spaces.
Violence against Women and Girls is born from within the family. Wrong parenting techniques and inherited stereotypes about gender roles, as well as, a culture that blames the female are all triggers to violence against women and girls in both private and public spheres. Accordingly, UN Women seeks to develop a family awareness media tool, in the form of short episodes, to address these issues. The consultant must design the episodes in a way that is inclusive of all sectors of the Egyptian Society.
Duties and Responsibilities
Main Responsibilities:

The purpose of these terms of reference is to recruit an independent consultant who can deliver to UN Women creative, culturally sensitive and attractive short episodes (each of maximum five minutes) on basics of parenting to increase Egyptian parents' understanding of discipline rules, answering tough questions, being role model and more, as part of the overall communication campaign for the progamme “Safe Cities Free from Violence against Women and Girls”:
  • Select, coordinate and directly manage a team of: content developer, music composer, arranger, sound engineer, video producer and director, and all other needed members of the achievement of the deliverable. (Thus UN Women Egypt Country Office will be communicating with the lead Manager of the team);
  • Develop audiovisual Short Docu-drama Series of episodes of 5 minutes long, on a master DVD divided into 3 main segments, mixing some Comedy Drama, with some simple animation with an interview tutorial or life coaching about parenting.
Deliverables:
Visual (Video)
  • Organize, arrange and manage content development casting, scouting location… needed for the shooting of the VISUAL or for the footage depending on the creativity of the idea;
  • Ensure smooth and high-quality shooting and/or production;
  • Handle all pre-production and post-production process to deliver the documentary;
  • Production of a first cut preview for review by UN Women Egypt Country Office, and then amend accordingly;
  • Finalize and submit the episodes meeting the guidelines and checklist below.
 Audio
  • Develop the accompanying sound and voices of the documentary, meeting below guidelines and taking the checklist into consideration;
  • Ensure high quality recording, mixing, tuning and arrangement of the sound and the delivery of a master copy and submit to UN Women Egypt Country Office for approval.
UN Women Egypt Country Office will receive a master copy of the DVD of the documentary. UN Women will receive a copy of all materials in Mini DV, Mpeg (Quick time) and DVD formats as well as Betacam Digital Tapes for the (Audio and Visual).

Required Skills and Experience
Education:
  • degree in communication, development, art or related fields. An advanced degree is a plus.
Experience:
  • A minimum of 5 years of experience in film-making or production of communication material, experience in working with UN agencies is a plus.
Language:
  • Fluency in written and spoken Arabic is mandatory; proficiency in the English language is a plus.
