Targeted Social and Labor Policies in the Caribbean (RG-T2199 and RG-T2293)
TERMS OF REFERENCE
Background
The Bank is financing two region-wide Technical Cooperations (TCs) in order to provide the information required for evidence-based social policymaking in the Caribbean Region (RG‑T2199 and RG-T2293). The countries included in the Caribbean Region are: The Bahamas, Barbados, Guyana, Jamaica, Suriname and Trinidad & Tobago). These TCs aim to remove three critical bottlenecks in the development of social sector and labor policies:
(i) lack of data to support empirical analysis hindering the design of targeted public social and labor policies;
(ii) constrained capacity to measure results and learning process; and
(iii) inadequate sharing of experiences among countries. Easing these bottlenecks could help catalyze broader policy and institutional reforms.
These Technical Cooperations envisage:
(i) gathering and generating statistical data for the analysis of targeted social and labor policies in Caribbean countries;
(ii) the analysis of the existing data sets and the newly generated data, and
(iii) the dissemination of the results obtained in (i) and (ii).
Given the regional nature of the project and in order to guarantee the appropriate pace of execution and consistency in the analysis across countries, execution of all the activities included in these TCs require a specialized and coordinated team with technical skills, analysis and research capabilities and knowledge of the Bank's administrative processes.
The two TCs have the same three components:
Component 1.
Baseline and data gathering and generation. To relax the constraint of lack of data, the TC will finance:
  • a baseline mapping exercise that will assess the existing gap of information on current social and labor policies and programs in each of the Caribbean countries through a comprehensive review and systematization of the information , including an institutional assessment of the public sector institutions in charge of the delivery of the services;
  • the design of specific instruments for data collection for each country, using as reference the baseline mapping described above;
  • the sampling design, collection of primary data, quality control and digitalization of the information collected. The expected output is a comprehensive data-information set for the Caribbean countries.
Component 2.
Data analysis.
  • To increase the capacity to measure and analyze results, this component will finance the preparation of technically sound socioeconomic analysis of the household surveys as well as empirical analysis of the impact of selected targeted social and labor programs.
  • The result of this analysis will be country level studies which will be presented as technical working papers and as policy briefs to obtain cross fertilization between technical experts and policy makers.
  • A cross-country report will also be produced to facilitate cross-country technical and policy dialogue.
  • The expected output is a comprehensive analysis/diagnostic with policy/program ramifications, at this stage for the above mentioned countries.
Component 3.
Data results and dissemination.
  • To ease the issue of insufficient sharing of experiences the TC will finance dissemination and dialogue of database and country studies.
  • The objective of this component is to promote within country, between countries, and IDB- country dialogues on these topics.
  • It will finance country and international seminars, production of and facilitate third party access to primary data (academia and civil society) for analysis and policy recommendations.
  • The international seminar will involve representatives from all six countries.
  • The country-level seminar cost of this component will be complemented using KCA funds from the COFs.
Consultancy Objective
  • The objective of this consultancy is to provide technical advice in stages of execution related to the collection and digitalization of the surveys and to produce analytical work based on the labor and social data collected.
Main Activities
  • In coordination with Technical Advisor, reviews and assesses the design of the survey instruments of Component 1(ii), focusing on the questionnaires content, sampling methodology and the work plan. [2]
  • Advises in the implementation and digitalization of the surveys of Component 1(iii).
  • In coordination with Technical Advisor, reviews and comments on the reports submitted by the hired consultants for the Component 1 activities.
  • Elaborates country level report (Component 2) for the Caribbean countries including the characterization of the population in terms of household composition, income, education, social program benefits, among others.
  • Elaborates country level report (Component 2) for the Caribbean countries including the assessment of the impact of selected social policy interventions in the beneficiary population.
  • In coordination with Technical Advisor, collaborates in editing activities for the dissemination of the results obtained as part of Component 2.
  • Supports the Technical Advisor organizing the seminars and trainings envisaged in Component 3.
  • Participates actively in the events included in Component 3. This participation may include presentations and discussion panels.
  • Participates in the regular meetings with Team Members.
Reports/Outputs
  • Report summarizing comments and recommendations to surveys instruments of Component 1(ii) survey implementation in Component 1 (iii).
  • Country level reports for the Caribbean countries about the characterization of the population in terms of household composition, income, education, social program benefits, among others.
  • Country level reports for the Caribbean countries about the assessment of the impact of selected social policy interventions in the beneficiary population.
All the documents must be submitted to the Bank in one electronic file.
Report should include cover, main document, and all annexes. (Zip files won't be accepted as final reports, due to regulations from the Records Management Section.)

  • Payments will be monthly for the duration of the consultancy.

  • Travel: The consultancy will include travel to the Caribbean countries as required by execution of the project and the cost will be covered by the Bank according to its travel policies.
[1] The concept 'targeted' social and labor programs refers to:
(i) non-contributory social protection programs, including cash and in-kind transfer programs, fee waivers for basic services (health, education, and utilities), public works programs, and general subsidies; and
(ii) labor programs, including labor market inter-mediation services, pre-employment training, and retraining to re-engage into the labor market.
[2] The Technical Advisor is an expert in the area of social and labor programs that will give guidance in the design of the survey and will perform as a peer reviewer of the Country Level papers.
Qualifications
Qualifications
  • Minimum of a Master's degree in Economics, Public Administration, Political Science and/or other relevant in the Social Science field.
  • At least five years of experience in public policy, social policy and public administration.
  • Work experience with governments in the region and previous knowledge of the sector would be a strong advantage. Knowledge of Region's socio-political and economic contexts is also a key qualifying criteria.
  • At least five years of experience in analysis of micro data.
  • Proficiency in English and working knowledge of Spanish.
  • Proficiency in STATA or other similar econometric package.
Payment and Conditions of Employment:
The work will be carried out at Bank headquarters in Washington D.C. Remuneration will be determined in accordance with Bank regulations and criteria. The Bank will additionally contribute toward travel and moving expenses, if applicable. If a candidate is not a citizen or resident of the United States, the Bank will apply for a G-IV visa from the consulate of the United States in the candidate's country of origin. If a candidate cannot obtain a visa to work at the IDB the contractual offer will be rescinded.
Consanguinity: Individuals with relatives working for the IDB within, and including the fourth degree of consanguinity and the second degree of affinity are not eligible for employment as staff, consultants, or contractors through firms or agencies. Candidates must be citizens of a member country of the Inter-American Development Bank.
