TERMS OF REFERENCE
Background
The Business Technology Solutions Unit of the IDB (BTS) seeks a consultant to work at Headquarters in Washington, D.C.
The Business Technology Solutions Unit (BTS) of the Information Technology Department manages the development and maintenance of applications for Bank business processes; working with clients on the identification and integration into the Bank's applications portfolio of commercially available business technology solutions to support or improve the Bank's business processes.
Consultancy Objective(s)
Provide support to the BTS Unit in the support of budget systems.
Main Activities
- · Provide support to Bank budget systems;
- · Provide support to Bank Results Base Budgeting platform and assist in the creation and automation of performance indicators;
- · Monitor systems change requests and gather change requirements;
- · Interact with development team and prioritize activities based on departmental priorities.

Qualifications
- Candidates should have Bachelor's Degree in Software Engineering or equivalent.
- At least 5 years work experience in the area of system design, development and implementation. Understand changing management procedures and best practices.
- Bilingual: English and Spanish (oral and written). Knowledge of Portuguese and French is a plus.
- Candidates should have a strong background in software development, project management and functional analysis.
- Ability to work independently and will participate in project teams.
- Strong analytical abilities as demonstrated by academic achievement and other personal achievements.
Knowledge in the following technologies is required:
- Microsoft Visual Studio 2010, application development using dotNet C#.
- Oracle and SQL Server.
- Strong use and expertise of SQL query language.
- Architecture design.
- Relational Database design.
Payment and Conditions of Employment :
If the work will be carried out at Bank headquarters in Washington D.C. Remuneration will be determined in accordance with Bank regulations and criteria. The Bank will additionally contribute toward travel and moving expenses, if applicable. If a candidate is not a citizen or resident of the United States, the Bank will apply for a G-IV visa from the consulate of the United States in the candidate's country of origin. If a candidate cannot obtain a visa to work at the IDB the contractual offer will be rescinded.
Consanguinity: Individuals with relatives working for the IDB within, and including the fourth degree of consanguinity and the second degree of affinity are not eligible for employment as staff, consultants, or contractors through firms or agencies. Candidates must be citizens of a member country of the Inter-American Development Bank.
