The Department of Nuclear Safety and Security formulates and implements the IAEA's Major Programme 3, "Nuclear Safety and Security", which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Division of Radiation, Transport and Waste Safety develops and maintains standards for radiation protection, radioactive waste safety, and safety in the transport of radioactive material that enable the beneficial uses of radiation to be exploited while ensuring appropriate protection of workers, the public and patients. It also assists Member States in the implementation of these standards and provides related services.

The Regulatory Infrastructure and Transport Safety Section (RIT) is responsible for providing Member States with safety standards, guidance and tools to foster regulatory infrastructures for the control of radiation sources, for the safe transport of radioactive material and for managing information to identify the needs of Member States with a view to improving radiation, transport and waste safety.
The Information Systems Specialist is responsible for ensuring that the IAEA's Radiation Safety Information Management System (RASIMS) continues to meet current and future needs. The Information Systems Specialist carries out systems analysis, systems design, systems development, systems testing, systems implementation, as well as maintaining and documenting RASIMS.

He/she is specifically responsible for developing additional functionalities and customizing RASIMS, as well as providing analytical reports, on request of RIT Management.

Additional duties include investigating and facilitating the exchange of information between RASIMS and other information systems in RIT, such as the Self Assessment of Regulatory Infrastructure (SARIS) platform. He/she will also be required to support other software systems in the Division.
The Information Systems Specialist is (1) a software analyst and engineer, responsible for ensuring that RASIMS continues to meet current needs; (2) an advisor to management, providing recommendations to ensure RASIMS is future-proof as well as suggesting IT solutions as a means to generally improving current work processes in the Division; (3) a team member, supporting RIT management and Technical Officers in NSRW; (4) a solution provider, troubleshooting and fixing technical issues; (4) a support agent, providing day-to-day support and maintenance of RASIMS including consideration of cyber security issues; (5) a presenter, lecturing on RASIMS workshops; and (6)technical advisor and contributor to the development of training aids for RASIMS and other information systems in RIT.
The Information Systems Specialist collaborates with project managers and implementation staff within the Division. He/she also collaborates with staff from other Departments as needed, as well as with counterparts in Member States that utilize RASIMS.
  • Provide daily support to NSRW staff and counterparts in Member States to ensure the on-going functionality of RASIMS.
  • Analyse information regarding thematic safety areas to identify patterns and trends in order to improve the functionality and usage of RASIMS.
  • Coordinate with consultants, technical officers, RIT management and counterparts in Member States in defining new system features.
  • Conduct technical writing and review of technical documentation related to the system architecture and design of RASIMS, RAIS and other systems as appropriate.
  • Develop new training material to assist Member States to use RASIMS, and lecture at training events.
  • Identify cyber security issues and implement solutions for RASIMS and other information systems in RIT.
  • Manage and support IT projects within NSRW related to information analysis.
  • Provide support and relevant expertise for the Incident and Emergency System (IES) and participate in associated training and exercises.
  • Analyse, design, develop and implement IT solutions/applications for RASIMS, RAIS and other Divisional needs using modern software engineering methodologies and tools.
  • Carry out other duties as assigned.
  • Technical Expertise:
  • Thorough understanding of software engineering processes and lifecycle;
  • Excellent understanding of the .NET platform and ability to troubleshoot problems related to deployment and testing;
  • Thorough knowledge of relational database management software (e.g. SQL Server) and SQL; knowledge of Windows client/server environments;
  • Good knowledge of OOP concepts and architectures;
  • Experience with developing core architectural components such as security models, messaging infrastructures, exception handling and tracing;
  • Thorough knowledge of web development, including Web Services (WCF is highly desirable), HTML, CSS, JavaScript, AJAX, XML Schemas, XSLT, SOAP, DHTML, JSON, and jQuery;
  • Thorough knowledge of: ASP.NET 2.0 to 4.0 and ADO.NET (Web Forms and/or MVC);
  • Knowledge of C# and Visual Basic is essential;
  • Excellent knowledge of DotNetNuke Content Management System;
  • Experience with Agile Methodologies including Test-Driven development and other test frameworks;
  • Excellent knowledge of sub versioning such as SVN and TFS;
  • Knowledge of Web Servers e.g. (IIS) Internet Information Services;
  • Thorough knowledge of report producing e.g. Microsoft Reporting Services;
  • Excellent knowledge in Silverlight and WPF (Windows Presentation Foundation);
  • Understanding of SharePoint technologies, including Microsoft SharePoint Server is highly desirable;
  • Knowledge of producing technical documentation using software modelling tools, e.g. UML with MS Visio;
  • Thorough knowledge in development environments such as Visual Studio and SQL Management Studio; and
  • Knowledge of a project scheduling tool, e.g. MS Project.
  • Knowledge of cyber security essential.
  • Understanding of thematic safety areas advantageous.
Interpersonal skills: strong customer/user orientation and ability to communicate easily and well with both technical and non-technical staff at all levels across organizational boundaries in a multicultural environment, with respect and sensitivity for diversity. Planning and organizing skills: ability to set clearly defined objectives; ability to plan activities/projects well in advance, taking into account possible changing circumstances; ability to identify and organize required resources, including external consultants, and to monitor performance against deadlines and milestones. Analytical thinking and decision making skills: Good judgement and objectivity in approaching problems and the ability to make decisions in the field of work; and Communication skills: strong presentational skills and ability to lecture on training courses.
  • University degree in science and technology, electrical engineering or computer engineering. Advanced degree in related subject an advantage.
  • Minimum of five years of relevant experience in Microsoft-based software development, using the required technologies mentioned above.
  • Extensive practical experience in computer and information systems management and modelling.
  • Extensive experience in database modelling essential. Formal certification in this area advantageous.
  • Experience in implementing SharePoint 2010 solutions would be desirable.
  • Experience in software project management with demonstrated abilities in terms of project planning and estimating, work assignment and supervision, and progress review and reporting.
  • Experience in the use of established formal methods and a disciplined approach to software engineering. This implies a disciplined, methodical approach to requirements analysis and system design. Experience with agile methods a strong asset.
  • Fluency in spoken and written English. Knowledge of another official IAEA language (i.e. Arabic, Chinese, French, Russian or Spanish) an asset.
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 091(subject to mandatory deductions for pension contributions and health insurance), a variable post adjustmentwhich currently amounts to US $35 730*, dependency benefits, rental subsidy, education grant,relocation andrepatriation expenses; 6 weeks' annual vacation,home leave,pension plan and health insurance.
