TERMS OF REFERENCE
Background
The Human Resources Department (HRD) is responsible for the administration and development of the Bank's human capital, in line with the principles of the Bank's Human Capital Strategy. The Compensation, Benefits and HR Services Division (COB) focuses on reinforcing the link between a rewards systems and individual results and on ensuring that Bank compensation and benefits policies and practices provide the necessary incentives for staff to meet new business challenges. The incumbent will support the Division Chief by participating in different projects within the division and by represent the Division as a subject matter expert in the Project Optima Implemenation.

Optima's vision is to streamline processes, upgrade skills, enable global access to reliable, timely information, and provide tools for evidence-based decision making.
Consultancy objective(s)
The consultant provides thorough knowledge of Compensation, Benefits and Payroll performing functions in different projects within the Division and by enhancing Optima program's understanding of a given legacy process, and playing a critical role in defining business needs, testing requirements and execution, and software functionality. He/she is a stakeholder in the process and has recognized expertise for the given business processes.
The consultant must have a thorough understanding of the business requirements, procedures, guidelines and the systems that support the specific process they are representing. They may also have knowledge of external best practices in their area of expertise. He/she is the person closest to the actual work either as business owner or internal client, understands the problems and can promote ways to fix them.
Main activities
General functions to be performed for the Division
- Develops reports and financial analyses on different projects and activities as requested by the Division Chief and/or Management team.
- Participates in the review, design and implementation of Internal Control mechanisms to ensure the soundness of the operations at the Division level.
- Performs an assessment of the current recommendations presented by internal and external auditors and works in the design and execution of remediation plans and activities.
Optima project
- Assesses critical business issues and human capital strategic plans to enhance company performance. Facilitates design and implementation of reengineering and/or reorganization efforts.
- Provides content and review for Human Ressource Training Materials.
- Assists in capturing required functionality and help refine and determine feasibility, accuracy, and completeness of end-user's requirements.
- Provides input for the design and construction of test cases and business scenarios, and is responsible for testing of the new solution.
- Helps answer questions associated with the status quo application, its features, and its capabilities.
- Works with the business process team to develop the To-Be view of the business processes.
- Provides detailed understanding of work requirements, business targets and objectives related to a specific business process or technical requirement
- Identifies any obstacles or issues related to the work requirements
- Actively participates by providing expert opinion to the business review and ERP system implementation of the process represented.
- Assists the Optima Program team with envisioning and shaping the solution along with creating and implementing the revised process aligned to best industry practices. May assist in the practical as well as technical architecture design of the future state business model for the process represented.
- Recommends best-fit solutions in accordance with the task range & requirements. Identifies, investigates, and records any issues that may impact the process being reviewed, be it bank practices, and/or technical limitations. Validates executed test results.

Qualifications:
- Academic Degree/level and years of professional experience:
- Master's degree or equivalent, a minimum of five years of relevant professional experience, or the equivalent combination of education and experience.
Language:
- Must be proficient in English and Spanish.
- Areas of expertise: Business Administration, Project Management.
Payment and Conditions of Employment :
If the work will be carried out at Bank headquarters in Washington D.C. Remuneration will be determined in accordance with Bank regulations and criteria. The Bank will additionally contribute toward travel and moving expenses, if applicable. If a candidate is not a citizen or resident of the United States, the Bank will apply for a G-IV visa from the consulate of the United States in the candidate's country of origin. If a candidate cannot obtain a visa to work at the IDB the contractual offer will be rescinded.
Consanguinity: Individuals with relatives working for the IDB within, and including the fourth degree of consanguinity and the second degree of affinity are not eligible for employment as staff, consultants, or contractors through firms or agencies. Candidates must be citizens of a member country of the Inter-American Development Bank
