INTRODUCTION
Building on the ILO's engagement with Government of the Republic of the Union of Myanmar over the past decade and taking into account recent developments and decisions by the International Labour Conference and the Governing Body, the ILO is developing its programme further in Myanmar. The overall programme consists of a number of interlinked components, managed by the ILO Liaison Officer in Yangon with support from across the ILO globally.The ILO plans to enhance the labour statistics system and statistical capacity of Myanmar to collect reliable, sex-disaggregated labour market statistics through labour force surveys, by providing support to the first comprehensive LFS undertaken since 1990. The survey will include components on children and youth, both policy priorities in Myanmar, using, respectively, the ILO child labour and school-to-work transition methodologies.Within the policy and procedural requirements established by the ILO, the CTA will be responsible for the overall leadership and management of all aspects of the project including its operational, financial, administrative and human resource management, resource mobilization, country and global operations, the content of training manuals and information materials, and public statements. The incumbent will promote ILO policies in the project related technical areas and other fundamental rights at work.
Description of Duties
The CTA will liaise and work under general supervision of the ILO Liaison Officer in Myanmar and will receive technical guidance, support and collaboration from other relevant technical specialists at the region and HQ Geneva.He/She will also oversee the work of international experts, national officers and any other international and local consultant hired during the course of the project to support the project implementation.
Main duties and responsibilities:
- Lead, coordinate and supervise the implementation of the project 'Improving Labour Market Data Sources in Myanmar through support to the national Labour Force Survey 2014' in close collaboration with the Ministry of Labour, Employment and Social Security of the Republic of the Union of Myanmar (MOLES), the Central Statistical Organization (CSO) and other major stake holders in Myanmar.
- Lead discussions, negotiations and work directly with MOLES, CSO and other relevant national agencies involved in the production and use of the data with regards to project activities.
- Provide technical guidance in clarifying key labour statistics concepts and developing the survey questionnaire in line with international standards for measuring statistical concepts; in close collaboration with the Department of Statistics (STATISTICS), the Regional Office for Asia and Pacific (ROAP), and the Decent Work Team (DWT)-Bangkok; provide technical guidance on sample design, data processing, tabulation and quality assessment in order to further refine data collection tools and methodologies.
- Provide technical guidance to the CSO and MOLES in developing a system that will allow them to conduct regular household-based surveys, especially the LFS.
- Ensure that the optimal sample design is developed and implemented for Labour Force, Child Labour and School-to-Work Transition Survey and that sampling errors are calculated and included in the survey report(s)
- Conduct training seminars, workshops and meetings on the Labour Force, Child Labour and School-to-Work Transition Survey; further develop training guides, manuals and other knowledge-sharing material on the Survey.
- Ensure the application of international standards on statistical concepts, definitions, classifications and methods to the surveys by collaborating with the ROAP, STATISTICS and DWT-Bangkok.
- Build the capacity of CSO and MOLES and provide technical assistance in carrying out in-depth analysis of the survey data and train the partners in statistical analysis
- Ensure the timely implementation of project activities, report regularly to the ILO on the implementation of the project and inform the ILO about problems faced and solutions suggested/provided.
- Ensure that, at the end of the project implementation, the cleaned and consistent data set is properly labelled and accompanied with relevant meta data in English, and made available to the ILO.
- Oversee and lead the ILO support to the preparation of the main survey final report, from the report outline, tabulation plan, data processing, and analysis of survey results.
Project management:
- Ensure effective implementation of the project through timely provision of inputs, timely and efficient delivery of outputs, and planning, control, monitoring and evaluation of the project activities, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and country/action programs, and administrative and financial procedures.
- Responsible for the effective management of funds/budget assigned to the project.
- Manage efficiently the human resources of the project including recruitment, performance and talent management aspects.
Technical leadership and advice:
- Provide secretariat and technical support to relevant government agencies and other key institutions, and the national tripartite Project Advisory Committee in undertaking their advisory responsibilities under the project.
Advocacy, networking and partnership:
- Strengthen relationship to cooperate and coordinate with the concerned governments, ministries and the employers' and workers' organizations, non-governmental organizations, the target groups and the donors, in the planning and implementation of activities under the project.
- Liaise with the UN Country team to promote ILO's values within UN initiatives, increase the project's visibility and facilitate the scaling-up of the project's interventions.
- Ensure a more effective coordination with a range of relevant national policies and the strategies of various projects, including those being undertaken by other agencies or in complementary fields of activity.
- Represent the ILO in the Sectoral Working Groups set up by the Government of Myanmar, especially the one on Statistical Quality Development.
- Promote ILO policies in the related technical areas of the project/program, other fundamental rights at work and the relevant International Labour Standards in collaboration with other technical/labour standards specialists.
Mobilization of resources:
- Maintain strong relationships with multi-lateral and bilateral donor community and prepare proposals for mobilization of human, technical or financial resource as well as to support the achievement of the project.
Knowledge management:
- Write and disseminate information materials on project
- Ensure the development of information systems covering ILO technical activities covered by the project, prepare periodic and ad hoc reports on the status of programme planning and implementation, and establish coordination with concerned ILO departments and programmes.
- Identify training needs and organize training workshops and meetings for the tripartite partners, NGOs, other agencies, target groups and staff as appropriate to reinforce the professional capabilities.
- Organize meetings and seminars, and develop knowledge sharing tools designed to forge partnerships, share good practices and foster sub-regional networks of government policymakers, workers' and employers' organizations and civil society organizations to reach the project's goals.- Any other duties requested by the responsible chief.
Required Qualifications
Education
- Advanced university degree in economics, mathematics, statistics, or social science with training in basic and applied statistics.
- Knowledge of computer science and its application to statistical work is essential.
Experience
- At least ten to fifteen years of professional experience in the field of labour statistics, including sampling design, preferably in national statistical offices.
- Exposure to developing countries is an asset.
- Proven experience with the development and application of labour force and establishment surveys is essential.
- Experience in the management of technical cooperation activities.
- Proven management experience, preferably with the ILO or a UN agency, with sound knowledge and experience in all aspects of project cycle, i.e. design, implementation, monitoring and evaluation. Proven experience in partnership building and networking and in effective fundraising, resource mobilization and donor relations.
Familiarity with ILO policies and procedures including experience working with officials of ministries of labour and NSOs would be an advantage.

- Excellent command of English.
