DUTIES AND RESPONSIBILITIES
Under the overall guidance of the FAO Representative (FAOR) in Yemen and the technical supervision of the Food Systems Economist in the Regional Office for the Near East and North Africa (RNE) and related Lead Technical Unit (LTU/LTO) at the FAO HQ, and in close coordination with the relevant Technical Officers in the Subregional Office for the Gulf Cooperation Council States and Yemen (SNG), the incumbent will lead the implementation and management of the Food Security Information System (FSIS) in Yemen, in line with FAO's rules and procedures, and provide technical advice.
In particular, the incumbent will:
- Lead and oversee the establishment of the National Food Security Technical Secretariat (NFSTS) in full collaboration with the Ministry of Planning and International Cooperation (MoPIC) and relevant Government and Governorate authorities;
- Prepare, coordinate and manage detailed work plans and budget for the Programme, monitor and ensure the quality and timeliness of technical assistance and reporting on implementation of work plans;
- Be responsible for the activities of the NFSTS, for the Project Advisory Committee (PAC);
- Supervise and train national and international teams working in the Project Support Unit (PSU) and the focal points in all the selected Governorates, including administration, communication and field operations;
- Provide technical guidance to the NFSTS, the Integrated Food Security Phase Classification (IPC) Technical WorkingGroups, and provide advice to the Food Security and Agriculture Cluster and immediate collaborating partners in relation to improved methods and techniques in food security analysis and early warning in assessing the overall food security situation in Yemen, in support of the Higher Food Security Council of the Cabinet;
- Oversee the coordination of the day-to-day technical activities of the NFSTS, providing capacity building to the national staff with regard to training on and conducting data collection, analysis, and report writing on food security situation in Yemen;
- Develop the strategic direction of the programme at national and governorate levels, including capacity assessment, conceptual frameworks, methods and communication strategies;
- Organize and conduct seminars, long and short-term training programmes, policy and capacity building workshops and meetings to provide training as well as discuss findings of food security related analysis, in collaboration with the NFSTS;
- Establish and maintain partnership with the Government of the Republic of Yemen and national/international partners involved in the formulation and implementation of pro-poor food security policies, strategies and, programmes, in the short- and long-term;
- Contribute to the roll-out and monitoring of National Food Security Information System (NFSIS) support to food security policy work at national and governorate levels;
- Perform other related duties as required.
PROMOTION IS FOR DURATION OF ASSIGNMENT ONLY
MINIMUM REQUIREMENTS
Candidates should meet the following:
- Advanced university degree in agricultural economics, economics or related field
- Ten years of relevant experience in evidence based analysis and monitoring of food security responses and policies, as well as early warning systems design, institutional capacity building in food security analysis and programme management including preparation of multi-annual work plans, budgets, progress monitoring and evaluation.
- Working knowledge of English and limited knowledge of Arabic
SELECTION CRITERIA
Candidates will be assessed against the following:
- Extent and relevance of experience in designing and conducting evidence based food security analysis, as well as early warning systems including provision of advice to governments within a weak policy environment
- Demonstrated experience in providing technical support and advice on institutional capacity building processes
- Demonstrated experience in establishing and maintaining partnerships with UN agencies, NGOs as well as donors and government institutions and agencies
- Demonstrated experience to manage multi-disciplinary teams
- Relevant experience in conflict affected countries is considered a strong asset
- Ability to plan, organize, implement and report on work
- Excellent communication skills both verbally and in writing in English. Working knowledge of Arabic is considered an advantage
