Background
Under overall supervision of the Chief of Fund Administration the incumbent is responsible for the proper management and administration of travel and all transport arrangements in the Centre, including the fleet-management; building management and maintenance for all OSCE offices in Bishkek; practical management of appropriate and up to date ICT communication; identification of office needs and efficient provision of the offices with supplies and services required; management of Fund Administration Unit/Common Operational Costs (FAU/COC) budget including delivering inputs for its preparation, implementation and reporting.
The National Administrative Officer also proposes revisions/modifications to current practices and processes, as and when required. The incumbent is supervising the work of the concerned staff under his/her supervision and is also responsible for the supervision of hired temporary/daily staff necessary to assist to the current supervised staff.
Tasks and Responsibilities
- Manages on a daily base the FAU/COC budget, including input to its preparation, analysis, monitoring and reporting on the budget. The incumbent is responsible for effective and efficient utilization of FAU/COC budget and authorizes payments for services and goods financed form FAU/COC budget;
- Carries out research and analyses of data on Mission's running communication costs, or on request on other costs, and prepares reports to Chief of Fund Administration (CFA) and Head of Mission (HoM);
- Responsible for the proper travel management, including efficient use of funds for travel. The incumbent makes administrative approval of all Official Travel Authorization (OTAs) related to travel by staff working in Bishkek; prepares travel plan, conducts training on travel related issues;
- Responsible for the proper management of all fixed assets. The incumbent supervises Asset Management Assistant; prepares capital expenditures plan, analyzes assets report to identify errors, assets in surplus and in excess, ensures the maximum utilization of the organization's office equipment, etc.;
- Responsible for the proper fleet management, namely for efficient use of OSCE Centre in Bishkek (OSCE CiB) fleet in Bishkek (around 30 vehicles), assuring its proper and cost-effective maintenance, fleet replacement, overseeing private usage of OSCE CiB vehicles, etc.;
- Ensures proper building management: managing lease contracts, ensuring timely capital and current building repair, ensuring uninterrupted utilities and communication services, acting as focal point for all matters concerning office space and office equipment, etc.;
- Supervises, guides and coordinates the work of all subordinated staff (16 persons as per the post table plus temporary staff). The incumbent is responsible for effective appraisal of employee performance and realistic description of employees' jobs, ensures employee compliance with organization policies and procedures, etc.;
- Advises programme officers and assistants on administrative matters and procedures applicable to the implementation of their programme activities;
- Proposes revisions/modifications to current practices and processes, as and when required; drafts memos on internal policies and procedures with regard to relevant areas of responsibilities;
- Performing other assigned duties as required.
Necessary Qualifications
- University degree in Business Administration, or Logistics;
- A minimum of 4 years of progressively responsible experience in Administration, logistics preferably in an international environment;
- Computer literate with advanced practical experience in Microsoft packages, experience in using ERP systems (Oracle etc.);
- Ability to work with people of different nationalities, religions and cultural backgrounds;
- Excellent written and oral communication skills in English and in Russian and local languages;
- Holding a valid driving license.
Remuneration Package
Monthly remuneration, subject to social security deductions is 958.16 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
