Background
In 2013 the OSCE Project Co-ordinator in Ukraine ('OSCE PCU') implements the E-Governance-2013 Project (hereinafter referred to as the Project). The Project aims at improving the quality and enlarging the scope of digital services provided to citizens by developing a number of ICT-based solutions in selected regions as well as strengthening capacity of public administration officials to effectively use digital tools to raise public administration standards. The OSCE Project Co-ordinator in Ukraine views e-Governance as a technological tool to improve transparency and accountability of authorities. The Project encompasses a series of regional initiatives (Odesa and Volyn regions, cities of Vinnytsia and Luhansk, as well as the National Academy of Public Administration of Ukraine (Kyiv) which touch upon different aspects of governance using digital solutions.
E-Governance is widely used to enable authorities to improve the quality of administrative services and ensure a transparent and open decision-making process. E-governance implies the use of information and communication technologies (ICT) to provide public goods and services to citizens and is designed to simplify processes related to information, communications and transactions within and between governmental institutions, the public at large, and private sector.
The Law of Ukraine # 537-V dated 9 January 2007 'On basic principles of the information society building in Ukraine in 2007-2015' sets as one of the priorities to build an open, citizen-oriented information society based on the introduction of ICT. In an effort to promote the inflow of foreign direct investments in the region, the Volyn regional authorities plan to build a powerful investment promotion web-portal with updated region-specific information on investment opportunities in the region. Regional authorities will market the region through improved FDI attraction strategy, diversified communication channels and by providing verifiable statistical information on regional resources, updated information materials on the regional economy, high growth sector-specific analyses etc.
Tasks and Responsibilities
In order to develop FDI attraction and promotion strategy and create enabling environment for investments' inflow as well as develop high quality analytical materials about regional economy, local expert is needed to perform a series of below tasks:
- Analyze best international experiences in the FDI promotion focusing on experiences of the Czechinvest investment promotion agency;
- Develop a concept paper on investment promotion and FDI attraction in the Volyn region;
- Develop an investment attraction marketing strategy focusing on competitive advantages of the region;
- Carry out analysis of up to three identified sectors of regional economy with high growth potential and prepare report on their competitive advantages;
- Prepare proposals/recommendations to the Regional Investment Attraction Program with regard to FDI promotion and improvement of FDI attraction strategy;
- Assist in developing agenda of a study visit to the Czech investment promotion agency Czechinvest for the Volyn region officials dealing with investment promotion issues.
Necessary Qualifications
- University degree in International Economics/Finances;
- No less than 2 year experience in the sphere of FDI promotion;
- Excellent knowledge of investment climate of the Volyn region;
- Experienced PC user
- Excellent analytical skills;
- Fluency in Ukrainian and Russian. Knowledge of English will be an advantage.
The expert should be able to interact on a daily basis with the Volyn state regional administration officials responsible for the FDI attraction.
