Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system's
designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP's Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This position is located in UNEP/DTIE at the Paris duty station.
Responsibilities
Under the direct supervision of the Chief, Project management and Administration Unit and the overall guidance of the Director/Deputy Director, DTIE the incumbent will carry out the following duties:
Budget and Finance: Advise and support the Chief(s) of Branch(es) in the management of financial resources: (a) forecast the consolidated financial requirements of the Branch(es); (b) monitor consolidated budget implementation ensuring full liquidity at all times; (c) advise the Chief(s) of Branch(es) on the application of relevant UN Financial Rules and Regulations, procedures and guidelines to all transactions made and agreements entered into by the Branch(es).
Programme Management: Support and facilitate programme management: (a) lead, oversee and coordinate financial and human resources aspects in the preparation and implementation of the programme of work and budget of the Branch(es); (b) oversee the preparation and revision of projects, following-up and monitoring financial reporting of implementing partners; (c) assist Programme Officers within the Branch(es) in monitoring and implementing projects and the programme of work; (i) provide updated and accurate status of contributions and expenditure; (ii) monitor related transactions and institute remedial measures; (iii) provide guidance on appropriate legal documents and financial instruments to be used; (d) assist and advise Programme Officers in the preparation of memoranda of understanding, letters of agreement, project co-operation agreements and similar documents determining relationships and joint activities between UNEP/DTIE and partner bodies; (e) support Programme Officers on audit recommendations and taking corrective action on audit findings.
Human Resources:
Participate in the management of human resources at Branch(es) level; (a) support actions covering the entire span of human resources activities; (b) review post incumbency reports for purposes of vacancy management and staring table control.
General Administration: Provide general administrative services; (a) act as Officer in Charge in the absence of the Chief Administration or his Deputy; (b) act as certifying officer and bank signatory; (c) support work related to procurement at Branch(es) level and acts as OIC in the absence of the procurement and reporting focal point; (d) support the development and implementation of procedures; (e) assist in the preparatory arrangements for meetings, supervise and certify the preparation of official travel arrangements for staff members and participants; (f) support and guide administrative support staff at Branch(es) level and provide advice on issues related to financial administration, human resources administration, and management information issues and practices; (g) perform other related administrative and financial duties as required by the Chief, Administration.

Education
- Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law or related area.
- A first university degree in combination with qualifying professional and academic experience may be accepted in lieu of the advanced degree.
Work Experience
- A minimum of five years of progressively responsible experience in administration, finance, human resources, accounting or related field.
Languages
- English and French are the working languages of the United Nations Secretariat.
- For the post advertised, fluency in oral and written English is required.
- Working knowledge of French is desirable.
- Knowledge of another UN official language is an advantage
Assessment Method
- Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
Special Notice
This position is open for recruitment for an initial period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
