Haiti
The UNOPS Haiti office supports international partners and the Haitian Government in their work to improve lives following the 2010 earthquake. UNOPS project managers and their local employees are helping to check the safety of damaged houses, build transitional shelters for homeless families, provide cleaner toilets for those living in camps, clear canals of debris to prevent floods, repair roads, and construct maternity centres and schools.

UNOPS has been taskedby the Department of Foreign Affairs, Trade and Development of Canada (DFATD)to undertake the construction and equipment of the Departmental Hospital ofArtibonite in Gonaives. The hospitaldesigned on a modular basis is composed of 11 buildings for a total of 10,000sqm. The opening of the hospital is foreseen for June 2014.
In order to maximizethe sustainability of the building, the Mexican Government has decided to fundthe design, procurement and installation of a solar panel system that willgenerate between 160/200 Kw.
The assignmentrelated to this vacancy announcement stands within the frame of this solarpanel project.
Functional Responsibilities
Under the direct supervison of the Project Manager, the Solar Panel System Expert will act as Technical Advisor of the Health Infrastructure Unit that is responsible of the implementation of the Project. Within this role he will in particular provide :
Definition and redaction of the tender dossier (15 to 20 days on mission + 5 home based work)
The tender dossier shall be based on the general criteria and principles included in the proposal funded by the Mexican Government.
The Tender will be limited to Mexican Firms.
The Tender Dossier shall include a (Mexican) market survey, technical standards to be complied by the system, characteristic of the system, dimensioning of the system (including Bill of Quantities), integration and/or implications on the Hospital electrical system (under construction) and any other information enabling the bidders to provide a detailed proposition including : technical specifications, methodology of production and installation, training, commissioning and maintenance procedures, .
The expert will also be required to advice (in coordination with the Procurement Unit and within the UNOPS procedure in force) the Health Infrastructure Unit on the kind of Tender (lump sum or measured).
Evaluation of the Offers (5 days – home based)
As technical Advisor Health Infrastructure Unit, in coordination with the HTOC Procurement Unit as well as the designated Works Supervisor, the Expert shall participate in the evaluation of the offer and, if the case, proposal for awarding.
In particular he has to ensure that the technical proposition of the Bidders are feasible and in line with the criteria/principle fixed by the ToR of the Tender dossier.
Monitoring the implementation (1 or 2 missions, max 15 days total + 10 days home based work)
During the implementation of the works, meaning the supply, installation, connection, testing and training, the works will be followed by a designated Works Supervisor. The Expert will be required, partly through home works and, if and when needed through missions on the field, to monitor the execution of the works, advising, from a technical point of view, the Health Infrastructure Unit on eventual modification to the Contract or any other issue referred to the Contract Management.
Final evaluation and commissioning of the system (10 days)
At the end of the works, when installation will be completed and the system will be set functioning, the Expert, in coordination with the Provider, the Works Supervisor and any other relevant Authorities involved in the process, shall particpate at the Final Evaluation and commissioning of the system, acting on behalf of the Health Infrastructurre Unit.
In carrying out his duties the Expert will liaise closely within the UNOPS Health Infrastructure Team providing all information requested by the Project Manager. The expert will be required to produce a Mission report not later than 5 days after the end of every mission on the field.
He will be also requested to produce a report for the evaluation of the offers and comments on the periodical reports (monthly x 4 months).

Education
- Master's degree in Civil/Mechanical Engineer
- A Bachelor's Degree in Civil/Mechanical Engineer with relevant years of experience may be accepted in lieu of the master's degree.
Experience
- 7 years of work experience as a civil engineer in the field of the renewable/solar energy production.
- Participation at no less than 3 project/experiences of similar system is a requirement
- No less than 3 years of international experience is a requirement out of the 7 years
- At least one assignment as technical advisor
Languages
- Excellent command of spoken and written Spanish
- English and/or French knowledge will be an advantage
