The majority of positions in OSCE field operations are filled by secondment, which means that individuals are nominated by their respective OSCE participating State. In addition, a limited number of seconded positions are available at the OSCE Secretariat and the institutions.
General Minimum Requirements
The general minimum requirements for working with the OSCE are:
- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
- University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
- Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
- Demonstrable organizational, communication, analytical and interpersonal skills
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:

Advanced degree in a relevant field
Experience:
Minimum 6 years of relevant professional experience
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Mandatory:
- Extensive work experience in the field of democratic governance, with particular focus on areas such as: youth and education in a multi-cultural environment, decentralization, inter-community relations, conflict prevention and institution building
- In-depth knowledge and experience in all phases of the project management cycle
- Excellent communication and networking skills
- Proven ability to build a constructive relationship and co-ordinate cooperation with external interlocutors including government institutions and donors
- Ability to analyze complex issues, identify key aspects and present them in a clear and understandable manner
- Cultural sensitivity and judgment
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
- Flexibility and ability to work under pressure and prioritize within limited time frames
- Professional fluency in the English language, both oral and written
- Ability to operate windows applications, including word processing and e-mail
Desirable:
- Knowledge of the political environment of the host country
Tasks and Responsibilities
Under the supervision of the Chief of the Democratic Governance Unit, the incumbent:
- Assists in the development of Missions democratic governance programme and in its implementation through the design, supervision and evaluation of various projects and activities;
- Follows and reports on the developments in the field of democratic governance, with a special focus on youth and education, inter-community relations, conflict prevention and institution building and decentralization;
- Prepares background and briefing materials, analyses and research for internal and external reporting, in response to the identified needs in the Units areas;
- Liaises and develops relations with relevant domestic stakeholders in the identification and implementation of Units strategy;
- Liaises and co-ordinates activities with international partner organizations operating in the host country and national development agencies;
- Replaces the Chief of the Democratic Governance Unit, when required;
- Supervises ten staff members;
- Performs other duties as assigned.
