Background
The Scheduled Tribes (STs) constitute around 8.6 % of the India’s total population. The Government of India’s approach paper for 12th Five Year Plan accords high priority for inclusion and development of tribal population as the development indicators with regards to health, education, gender and other indices are well below the national average. The report of the Expert Group on Prevention of Alienation of Tribal Land and its Restoration (October 2004) has pointed the inadequate socio economic infrastructure among the tribals, thereby contributing to their disempowerment and deprivation. Uneven implementation of Scheduled Tribes and other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (FRA) and other programmes are unable to address the challenges experienced by the people belonging to the Scheduled Tribes.
Various reports have indicated that the general plan schemes and programmes designed for the overall development of the economy has hardly improved the socio-economic status of the tribal population.
The Ministry of Tribal Affairs has taken several initiatives to empower the tribal populations, including notable actions to speed up the implementation of the FRA, and implementing number of central sponsored schemes/programmes for the empowerment of STs. At the state level, Tribal Sub-Plan (TSP) has emerged as a major strategy with an aim to narrow the development gap of the tribal populations with the rest of the country. This strategy purports to direct plan resources towards meeting the needs of tribal in proportion to their share in the total population. Its implementation, however, has been ineffective. Instead of genuinely planning for tribal in a manner to fill the critical gaps in access to development with the rest of the population (in education, housing, health, employment, access to civic amenities, entrepreneurship, and so on), the TSP has been reduced to a mere accounting exercise. Studies have shown a wide divergence between the annual plans, budget allocation and expenditure for tribal welfare with the funds being spent or diverted on other things
The partnership between the Ministry of Tribal Affairs (MoTA) and United Nations Development Programme (UNDP) focuses on strengthening institutional mechanisms to address the gaps in the development of tribal communities through effective implementation of Forest Rights Act (FRA), Tribal Sub-Plan (TSP) and facilitating Inter-ministerial coordination for effective integration of tribal agenda and convergence with different departments. In addition, tribal communities will be empowered to access information and to advocate for their rights and able to participate in planning and monitoring for their socio economic welfare.
Within the scope of above, the Monitoring and Evaluation Officer will provide technical support to Ministry of Tribal Affairs under the project in setting up systems for monitoring and evaluation of different legislations and programme/schemes being implemented for empowerment of Schedule Tribes. The Monitoring and Evaluation Officer will report to the Joint Secretary/National Project Director, Ministry of Tribal Affairs or his/her designate and Assistant Country Director, UNDP and will work in close consultation with the Project Management Unit.
The Monitoring and Evaluation Officer will have the overall responsibility of monitoring and evaluation of the different activities proposed under the MoTA – UNDP partnership. The main responsibility of the Monitoring and Evaluation Officer is in the area of designing and putting into use planning, monitoring and evaluation tools that would assist the Ministry of Tribal Affairs to monitor the implementation of Forest Right Act & Tribal Sub Plan and utilization and tracking progress under Special Central Assistance to TPS & Grants under Article 275 (1) being implementation for the welfare of Schedule Tribes.
