Background
The Joint Programme “Promoting Mainstream Polices and Services for People with Disabilities in Ukraine” (hereinafter - Joint Programme), developed by ILO, UNDP, UNICEF, and WHO in cooperation with the Government and Civil Society organizations in Ukraine, promotes the application of accessibility and universal design standards as enablers of inclusion and participation of the persons with disabilities. It focuses on existing barriers that prevent or limit equal access to services and facilities intended for the general public. The Joint Programme works at sub-national (Kharkiv Oblast) and national levels, and supports comprehensive capacity development and awareness raising efforts. It uses a mix of mainstream and targeted approaches to directly benefit persons with disabilities through improved services and indirectly, by making the surrounding environment more accessible and disability-friendly.
The two - year Joint Programme includes a significant awareness raising component. As the topic of Universal Design is relatively new for Ukraine there is a diversity of audiences that are the focus of the awareness raising efforts at both national and regional levels.
Project “Support to the Social Sector Reform in Ukraine” (hereinafter - Project) is a joint initiative of the United Nations Development Programme and Ministry of Social Policy of Ukraine. The overall objective of the Project is to support the Government of Ukraine and the MSP in accelerating the implementation of the reforms in social policy and achieving Ukraine’s short- and mid-term social and economic development goals. In particular, the Project supports the implementation of the reforms in the social services area, including elaboration of the mechanism on social services quality control, assessment of the needs in social services at the local level and social commissioning.
PR Associate will be supporting both the Joint Programme and Project in implementing Communication Strategies and disseminating information about their activities on national and regional levels as well as facilitating liaison with partners of the Project and Joint Programme.

Duties and Responsibilities
Under the supervision of the Project Managers of Joint Programme and Project, PR Associate will be responsible for the following key tasks:
- Implementation of the Joint Programme and Project’s Communication Strategies on national and regional levels.
- Maintaining constant contact with press departments of the partners of the Joint Programme and Project.
- Preparation of the articles, success stories and talking points on various issues relevant to Joint Programme and Project objectives.
- Creation of various presentation materials for distribution at Flickr, SlideShare and other internet resources.
- Organizing interviews for various Mass Media as part of Joint Programme and Project activities.
- Coordination of the work of production and printing agencies involved in creation of audio/video/animation/print products on the request of the Joint Programme and Project.
- Organisation of the press-clubs, press-tours, press-conferences, conferences and other Media related events as part of the Joint Programme and Project.
- Organization of innovative press events as part of the Joint Programme and Project e.g quest game on Accessibility of infrastructure and services etc.
- Development of Joint Programme and Project press-kits for each of the events.
- Preparation of press-announces and press-releases on the activities of the Joint Programme and Project in both English and Ukrainian languages and their distribution to Mass Media.
- Updating of the Joint Programme and Project web page on the UNDP website and ensuring dissemination of the information about Joint Programme and Project on the partner websites.
- Preparation of the posts for UNDP social network page.
- Conducting of the press-monitoring, press-clipping and preparation of the reports on each of the PR related events.
- Any other duties as may be assigned.
- Communication Strategies are implemented in full.
- Articles, TV and radio interviews are published /aired in national and regional Media.
- Various presentation materials are prepared on the topics relevant to Joint Programme and Project
- Interviews with national and regional media are organised.
- Video and animation films as well as printed materials are created.
- Various PR related events are organised (press-clubs, press-tours, press-conferences, quest games etc)
- Press - kits are prepared for the events of the Joint Programme and Project.
- Press- announces and press - releases are prepared and distributed among national and regional Media.
- Web-pages of the Joint Programme and Project, as well as web-sites of partners contain all the updated information
- Joint Programme and Project activities are covered in the social networks and on the web pages of the partner Agencies.
- Press and other Media are monitored; Media coverage reports and reports on PR activities within the Project and Joint Programme are prepared.
Communication Strategies are fully and timely implemented at the national and regional levels;

Required Skills and Experience
- University Degree in PR, Communications, Journalism, Marketing, Social Sciences, Economics, Management, Public Administration or other relevant area;
- At least 3 years’ experience in Public Relations, Communications, Journalism or other relevant sphere;
- Extensive contacts within mass media outlets;
- Extensive experience of cooperation with governmental and non-governmental organizations;
- Fluency in Ukrainian and English is required.
- Candidates with experience of cooperation with international organizations will have a strong advantage. Experience in social sphere would be considered an asset.
