The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe, and Latin America) and the Division of Programme Support and Coordination. It provides strategic direction for the IAEA's technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA's Medium Term Strategy.

The regional Divisions are responsible for planning, programming, implementing and monitoring the IAEA's technical cooperation programme. The Divisions respond to developmental priorities in Member States through effective programme management, increased cooperation with Member States, partnership building and improved coordination in each region.
Under the supervision and guidance of the Section Head, the Programme Management Officer develops and manages programmes and projects in the area of nuclear technology based on Member States' development needs.
As an active member of project and country teams, the Programme Management Officer provides high-quality professional inputs and exercises a high degree of operational leadership in developing and implementing the TC programme. He/she applies expert knowledge of established programme policies and procedures and effectively uses existing programming tools and mechanisms in a frequently changing, high-paced environment.
The Programme Management Officer works with relevant Departments in the IAEA and establishes and maintains collaborative relationships with development partners, Member State (MS) counterparts and service providers to increase awareness of the TC programme, address emerging issues and facilitate programme delivery.
  • Assess and interpret the political, social and economic environment of assigned countries and provide input to Country Programme Frameworks addressing TC strategy and policy issues; in collaboration with MS institutions, technical departments and other partners, design programmes/projects in line with established policies and procedures, applying quality management standards and a results-based approach.
  • Assess progress and report on achievement of project results in line with quality management standards using existing monitoring and assessment mechanisms and tools; monitor programme/project budgets, certify and approve project disbursements to ensure delivery is in line with approved project budgets and that delivery levels are met.
  • Expedite and coordinate project implementation, establishing collaborative relationships with MS institutions and assessing their managerial and operational capacities; ensure the timely and effective implementation of human resource and equipment components.
  • Develop and maintain networks and partnerships with national institutions and UN development agencies to contribute to increased awareness of TC; contribute to resource mobilization activities, proposing projects requiring additional funding and identifying funding options.
  • Contribute to the documentation of knowledge by proposing examples of best practices and success stories, as well as replicable strategies and approaches, and actively share and apply this knowledge.
  • Demonstrates the ability to analyse situations and problems, grasps the critical aspects and initiates workable solutions; makes timely and firm decisions based on sound judgment.

  • Demonstrates in-depth understanding of different needs of Member States and applies programme tools and approaches to meet them; adopts a participatory approach to assessing needs and planning programmes.
  • Designs programmes/projects that support the achievement of development goals and identifies sustainable approaches; promotes capacity-building measures in programme/project design and implementation.
  • Develops and undertakes activities to enhance the visibility and impact of TC programmes/projects; develops messages for outreach and uses networks of partners to increase visibility.
  • Possesses and applies knowledge of TC programmes, strategies and approaches, as well as relevant Agency policies and procedures; keeps abreast of new developments in the area of his/her profession.
  • Advanced university degree in management, social sciences, science and technology, or international relations.
  • Minimum of five years of experience in the development and management of technical cooperation programmes, preferably in the nuclear field.
  • Excellent knowledge of written and spoken English. Knowledge of another UN official language (Arabic, Chinese, French, Russian or Spanish) an asset.
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 091(subject to mandatory deductions for pension contributions and health insurance), a variable post adjustmentwhich currently amounts to US $37 637*, dependency benefits, rental subsidy, education grant,relocation andrepatriation expenses; 6 weeks' annual vacation,home leave,pension plan and health insurance.
