Background
Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.
Organizational Context:
UN Women is dedicated to advancing gender equality and women's empowerment in Afghanistan. Staff and consultants of UN Women Afghanistan Country Office (ACO) are expected to contribute to a professional working environment in which the strengthening of national capacities and human potential is prioritized. UN Women has revised its internal structure so as to ensure greater cohesion between the programme areas, and envisions three pillars: Justice and Protection, Economic and Political Empowerment, and Coordination and Advocacy. Focus areas within the Coordination and Advocacy Pillar (CAP), in which this position is placed, include: support to the GoIRA and particularly the Ministry of Women's Affairs (MoWA) in their coordination and advocacy efforts; support to UN Women's mandated advocacy and coordination activities; The role of the newly constituted Coordination and Advocacy Pillar (CAP) will be to initiate coordination between UN agencies, funds and programs and support national counterparts – including the Ministry of Women's Affairs (MoWA), key line ministries, Parliamentary bodies, and civil society to implement the National Action Plan for the Women of Afghanistan (NAPWA) and the Afghanistan National Development Strategy (ANDS). The CAP builds on partnerships developed with MoWA, the international community, the UN Country Team, etc.to promote coordination and advocacy on issues surrounding implementation of NAPWA, ANDS, the Tokyo Mutual Accountability Framework, and overall promotion of women's rights and gender equality. The CAP coordinates and advocates the implementation of Gender Equality and EVAW awareness raising and the GoIRA's obligations under CEDAW and other international conventions to which it is signatory, building capacities and providing more coherent and specialized support to MoWA's and other stakeholders' work . CAP ensures that, gender and women's rights remain a national and international priority through improved coordination and advocacy by and between all stakeholders, with particular focus on the role of MoWA vis-à-vis government and UN Women vis-à-vis the international community. In this regard, the CAP will also work closely with the other two pillars to ensure an integrated approach to UN Women's support to overall coordination and advocacy on women's affairs and gender issues in Afghanistan. In addition to this, there are various strategic mechanisms in which the ACO plays a pivotal role. One of these is the UNCT Gender Working Group (UNCT GWG) which helps ensure that gender equality continues to be a central agenda of the UN Development Assistance Framework and the Integrated Strategic Framework. As Chair of this mechanism, UN Women is expected to bring all UN agencies' to organize and implement actions around NAPWA implementation. Likewise, the ACO serves as Secretariat to the Gender Donor Coordination Group (GDCG) which serves as a major networking, coordination, advocacy and facilitating mechanism for UN agencies and donors' support to the government in implementing its gender equality commitments. UN Women was also named as co-Chair and lead adviser of the MOWA and Ministry of Education's Human Resource Development Board in the Gender Mainstreaming Task Force (GMTF), a technical forum and policy recommending mechanism under the Human Resource Development Cluster whose main objective is to facilitate mainstreaming, implementation and coordination of the gender-related components of the 22 National Priority Programs (NPP) that were adopted in the July 20, 2010 Kabul Conference. The Program Assistant will work as part of the Institutional Capacity Development Unit and share the responsibility of the team in implementing its program and activities. S/he will perform a variety of management, technical and semi-technical functions under the direct supervision of the CAP Unit Manager.
Duties and Responsibilities
Under the supervision of the program/deputy pillar manager, the program assistant is tasked with daily activities and key following functions.
1. Development of proposals and technical documents - The purpose of this function is to ensure that technical documents and proposals that are needed in the course of program development, implementation, monitoring, reporting and evaluation are prepared and made available on time. The Program Assistant will assist in developing concept notes, project proposals, Terms of Reference, policy papers, presentations, reports and other technical documents needed to support MOWA in implementing NAPWA and the MOWA National Priority Program (MOWA NPP). S/he will assist in gathering information and organizing references, drafting of the above mentioned documents, and discussing them with MOWA and its partners.
2. Coaching of MOWA staff and other partners – In line with this responsibility, the Program Assistant will coach the concerned staff of MOWA on actions to be taken to realize the objectives of UN Women's partnership with the ministry, including assistance to the Program Management Unit and Secretariat of the Gender Mainstreaming Task Force, Statistics and Research Unit (in regard to Component 4 of MOWA NPP), Dai Kundi pilot implementation of NAPWA, and others. 3. Monitoring and reporting - Assist the Deputy Unit Manager in monitoring and coordinating the activities of CAP, prepare narrative and financial reports, including reports on workshops, meetings, etc., and oversee the systematic management and filing of reports and documentation, both of the CAP team and its key partners.
4. Trainings and other activities – Assist the CAP in conducting trainings, focus group discussions, workshops, coaching and mentoring activities, including the preparation of talking points, power point presentations, meeting plans and other materials. S/he will also liaise with the concerned staff of CAP partners to provide them with guidance in fulfilling their responsibilities in relation to their partnership with UN Women.
5. Translation – In certain occasions, the post holder may also be required to do oral translations during meetings or translate small quantities of written documents.
6. Performance of other related tasks. The post holder will cooperate with other members of the CAP in planning, implementing and monitoring its work. S/he will attend technical meetings and activities as may be determined by the team manager and provide feedbacks on the same. S/he will carry out any other reasonable tasks that may be assigned by the Unit Manager from time to time.

    Required Skills and Experience
     
    1. High school graduate with minimum of three years experience in technical, semi-technical work, particularly in programme/project management and coordination, monitoring and reporting related to gender; or bachelor degree with one year relevant working experience. 
    2. Ability to work with minimum supervision, self-driven, and can relate well to people of various backgrounds and positions; 
    3. Good background on women's issues and gender mainstreaming; 
    4. Capacity to handle multiple responsibilities at the same time; 
    5. Good analytical skills; 
    6. Ability to work and deliver outputs under pressure; and 
    7. Experience or exposure to the work of the Afghanistan government, preferably with knowledge of national policies on women.
    Language Requirements:
  • Fluent in English language. Strong, confident command of both written and oral English.
  • Knowledge of local languages, Dari and/or Pashto, both oral and written. 
    Computer Skills:
  • Working knowledge of computers, especially MS Word, Excel, power point, internet navigation and various office applications.
