Organizational Setting and Reporting
This position is located in the United Nations Assistance Mission for Iraq (UNAMI) in Baghdad. The Chief Technical Services (CTS) reports directly to the Chief of Mission Support (CMS), with a functional reporting relationship to the Director of Logistics Support Division (DLSD) at Headquarters and supervises Chief of Sections at the P-4 level. The focus of this position is to assist the CMS in the overall management of technical and logistical support to all mission components by planning, coordinating and delivering technical and logistical services including management of staff and budgetary resources.
Responsibilities
Within delegated authority, the CTS will be responsible for the following duties:
- Exercises managerial and supervisory control over all logistics, technical and operational support required by the Mission.
- Monitors overall logistic support plans including logistics forecasting, supply schedules, prioritises requirements, carries out assessments and resolves urgent operational needs.
- Manages and coordinates all multifunctional support requirements between the UN Headquarters, mission components and other UN and non-UN entities to ensure efficiency and cost effectiveness of the support operations.
- Develops policy and procedures and Mission Support Plans for field logistics support.
- Acts as the principal liaison between the field missions and Headquarters staff for logistics matters and co-ordinates day to day support of logistics operations.
- Conducts overall planning and coordination of logistics support for the UN Guard Units administered by Department of Field Support (DFS).
- Ensures that logistical requirements take account of gender-specific needs.
- Assumes responsibilities of certifying officer for the budget allocation to mission technical support services, and may be required to chair or be a member of administrative and financial bodies.
- Advises senior management (CMS, Heads of UN Guard Units and UN Country Team), on logistics management, structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the logistics strategy.
- Utilizes all UN resources in an effective and economic manner.
- Ensures timely and proper management of UN owned assets under the control of Technical Services (self-accounting units).
- Chairs the Vehicle Establishment Committee (VEC) with representation from all mission components and recommends vehicle allocation based on actual requirements.
- Formulates the Mission Liquidation Plan including development of the Preliminary Assets Disposal Plan (PADP).
- Leads technical survey missions.
- Coordinates budgetary requirements for support components, and submits budget performance reports.
- Provides the CMS with a detailed Acquisition Plan based on the budget and quarterly reporting for submissions to DFS.
- Reviews budget allocation and carries out readjustments in consultation with the CMS and Chief Budget Officer (CBO).
- Performs other related duties as required.

Education
- Advanced university degree (Master's degree or equivalent) in business administration, public administration, engineering, law or related field.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of ten years of progressively responsible experience managing diverse logistics operations in military, commercial or international organisations, both in the field and at headquarters.
- Experience in managing logistics in an international environment is advantageous.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
Assessment Method
- Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
