OBJECTIVES OF THE PROGRAMME :

Within the Department of Health Statistics and Information Systems, the GIS team aims to improve access, quality and use of health data and statistics at global and country levels. The GIS team coordinates and facilitates efforts in providing better access to and use of Organization wide databases of core health statistics covering all priority health issues through WHO's Global Health Observatory. In collaboration with global, regional and country partners, GIS provides support to Member States in strengthening monitoring and evaluation of health systems strengthening, including the development /promotion of standards, tools, methodologies and capacity building programmes.

Description of duties:

• Contribute to the further refinement of the service availability and readiness assessment tool, including updating of questionnaires, indicators, analytical outputs and related training materials and provide technical support and direction to countries for planning and implementation of the survey methodology.
• Contribute to the development of standard data quality assessment tools for health facility data working in close collaboration with programme and global partners on the harmonization of indicators and data quality assessment tools.
• Provide technical support to regional and national institutions in strengthening capacity in data collection, analysis and data communication. This includes facilitating and providing technical support to multi-country and national level analytical workshops and facilitating training on data quality and service readiness assessment.
• Provide technical backstopping support to Member States in building analytical capacity for analytical reviews of health system progress and performance and contribute to the development of best practices and guidance on production of annual health statistics reports.
• Provide guidance on analytical reviews of health system progress and performance.

REQUIRED QUALIFICATIONS

Education:

Essential

• University degree in mathematics or statistics.

Desirable

• Ideally a degree at an advanced (MA)-level.

Skills:

• Advanced analytical skills and the ability to multi-task, identify and solve problems.
• Demonstrated experience in using statistical software (such as SAS, Stata, R) and excellent knowledge of electronic data collection tools, including CSPro.
• Excellent interpersonal skills with ability to work with senior officials and adapt to multi-cultural environments.
• Excellent communication skills, with ability to write in a clear and concise manner, and to present factual information.
• Demonstrated experience in effective communication skills with proven ability to work with senior officials in the ministries of health and to adapt to multi-cultural environments.

Experience:

Essential

• Minimum 5 years practical work experience in applied statistical analysis and communication of results, with demonstrated practical experience working with countries in the application of tools and methods for assessing the reliability of facility data.
• Proven record in facility survey design andimplementation at country level, including experience in facility survey sampling methodology, use of electronic survey data collection and validation tools, and production of analytical outputs.
• Demonstrated experience in the development of technical training materials for data collectors and supervisors and in the facilitation of data collection and analytical workshops.
• Experience with the UN and/or international and or national public health statistics institutes.

Languages:

• Expert knowledge of English with an intermediate knowledge of French desirable.
